The “special operation” that Putin expected to take three days is now bleeding into an eleventh month of setbacks and atrocities, exposing the Kremlin's vaunted military might as both ineffective and cruel. His strategy is failing.
UKRAINE WAR
German government reportedly ready to send Ukraine Leopard 2 tanks. The German government is expected to announce Wednesday a decision to support Ukraine with Leopard 2 tanks, as Washington is considering a similar move with Abrams tanks, according to media reports in Germany.
Russia-Ukraine war: List of key events, day 336. German Chancellor Olaf Scholz agreed to supply Ukraine with Leopard 2 battle tanks, according to media reports, after weeks of mounting pressure on Berlin to give Kyiv the heavier weapons it says it needs to drive back invading Russian forces. Germany's decision reportedly came after the United States was said to be poised to start a process that would eventually send dozens of M1 Abrams tanks to Ukraine's front lines.

Iranian navy flotilla heading to Rio de Janeiro. A two-ship Iranian surface group is set to arrive today for a port visit in Rio de Janeiro as part of a round-the-world cruise, local and Iranian press reported this weekend.
Rwanda shoots at Congolese military jet over alleged airspace violation. Rwandan forces on Tuesday fired at a fighter jet from Democratic Republic of Congo (DRC) that it said had violated its airspace, prompting the Congolese government to accuse it of an act of war.
Peace deal ending Ethiopia's Tigray war yet to dispel fear of more atrocities.
