Planned Parenthood quietly released its 2023–2024 annual report over Mother’s Day weekend, revealing a record number of abortions performed and an increase in taxpayer funding — a development that has reignited fierce debate over the organization and its federal support.
Titled “A Force for Hope,” the report documents 402,230 abortions conducted over the year — an increase from 392,715 the previous year — setting a new record for the organization. Meanwhile, Planned Parenthood received $792.2 million in taxpayer funding, nearly $100 million more than the previous year, despite longstanding controversy over the use of federal funds by abortion providers.
Planned Parenthood is believed to account for around 40% of all U.S. abortions, based on the Guttmacher Institute’s estimate of 1,038,100 abortions performed nationally in 2024.
In contrast, STI testing/treatment are down 11%, overall cancer screenings are down 8%, breast exams are down 10%, pap smears are down 12%, contraceptive services are down 1%, private revenue is down 31% (from $997.5M to $684M), and excess revenue over expenses: plummeted nearly 85% (from $178.6M to $27.4M).
Despite these reductions, the organization’s net assets climbed to $3.1 billion — the highest level ever recorded, according to pro-life watchdog group Live Action
The increase in abortions and public funding comes as Congressional Republicans consider defunding Planned Parenthood and similar organizations through budget reconciliation. The maneuver, if successful, would bypass the Senate’s usual 60-vote threshold and take advantage of the GOP’s current legislative majority. Although federal law (via the Hyde Amendment) prohibits direct funding of abortions, pro-life lawmakers argue that any taxpayer support indirectly props up the organization’s abortion infrastructure.
The report reveals the intensity of their post-Roe v. Wade legal strategy, noting the organization’s involvement in approximately 30 active lawsuits. These include challenges to state-level abortion bans, medication abortion limits, and waiting period laws.
Planned Parenthood is now the second-largest provider of “gender-affirming care” in the United States. According to a 2022 report, 41 of its 49 affiliates offer such services, including cross-sex hormones and puberty blockers for minors.
However, these procedures are not clearly separated in the annual report. Instead, they are lumped under an “other procedures” category, which also includes WIC services, pediatric care, infertility treatment, and other preventive care.
Live Action criticized this lack of transparency, noting that Planned Parenthood can “easily bury these numbers” under broad definitions to avoid scrutiny. This has led pro-life analysts to accuse the organization of intentionally obscuring the extent of its gender medicine activities, especially those involving minors.
It is likely to fuel renewed calls for stricter transparency requirements, deeper audits of public funds, and a reassessment of federal partnerships with organizations that perform abortions.
