Duffy’s First Directive As NASA Acting Chief: Fast-Track Nuclear Reactor On The Moon

In his first major move as interim NASA administrator — while still serving as Transportation Secretary — Sean Duffy will announce an ambitious plan to fast-track the construction of a 100-kilowatt nuclear reactor on the Moon by 2030. The project is designed to support long-term lunar habitation and jumpstart new space-based industries.

Duffy’s directive raises NASA’s power target from the previous 40 kW benchmark and gives the agency just 60 days to solicit commercial proposals. It also requires the immediate appointment of a dedicated project leader, signaling NASA’s growing reliance on private-sector innovation. The accelerated timeline reflects concerns that geopolitical rivals like China and Russia plan a joint lunar reactor by the mid-2030s — potentially establishing restricted zones that limit American access.

The initiative aligns with broader efforts to transition away from the International Space Station toward commercial orbital platforms by decade’s end. It’s also positioned as a foundational element of America’s next-gen space infrastructure, with the clear goal of keeping the U.S. ahead in what many are calling the “second space race.”

This directive for a lunar reactor exists alongside a similar push from Duffy to accelerate the replacement of the International Space Station. NASA plans to award contracts for commercially run space stations within six months, aiming to replace the aging International Space Station by 2030. This urgency is driven by the goal of preventing a period where only China has a permanently crewed station in orbit, though some lawmakers are concerned that funding for interested companies is not being disbursed quickly enough.

This strategy is underpinned by the Artemis Accords, a non-binding international agreement led by the U.S. that establishes a framework for peaceful cooperation in space exploration. Currently signed by 56 nations, the Accords create a coalition of partners for lunar activities, though key players like China and Russia are not signatories. 

The principles outlined in the agreement govern activities such as the sharing of scientific data and the utilization of space resources, providing the political framework under which a shared power source like the reactor would operate.

A reactor of this scale — 100 kW — could power sustained lunar missions, enable in-situ resource utilization (ISRU), and pave the way for future expeditions to Mars. But the project faces daunting challenges: NASA is contending with major budget cuts, and Duffy’s dual role raises serious questions about capacity and expertise.
