How? Why? And what did they do with it? What has the Pentagon concluded? Is Russia behind the attacks? Other U.S. adversaries? Republicans want answers, and so do I.
According to various news reports, the Department of Homeland Security (DHS) under the last year of the Biden administration somehow purchased or otherwise acquired a pulsed energy weapon suspected of being the type used to attack U.S. spies, diplomats, and military personnel overseas.
Over the years, these attacks appear to have caused a myriad of bizarre and debilitating symptoms, colloquially known as “Havana Syndrome” since they were first detected among U.S. officials at the U.S. Embassy in Havana, Cuba, in 2016.
The symptoms are officially known as Anomalous Health Incidents (AHI) and have been reported as far afield as Moscow, Shanghai, and Paris. Many have pointed to Russia as the most likely culprit. Others deny any foreign involvement and blame natural causes.
Meanwhile, the symptoms are severe. CBS News described those symptoms as:
…dizziness, fatigue, memory problems and impaired vision. Other symptoms include nausea, migraines, head pressure, vertigo and ringing or popping sensations in the ears.
Many people with Havana Syndrome describe hearing an intensely high-pitched, painful sound that appeared to subside when they moved to another location, with effects so severe for some that they were ultimately forced to leave their jobs.
And these symptoms have affected, almost exclusively, U.S. overseas personnel.
The news outlet added that” more than 1,500 U.S. officials have reported experiencing the condition since 2016, including White House staff, CIA officers, FBI agents, military officers, and their families. Cases have emerged in dozens of countries, and have even been reported in Washington, D.C.”
Significantly, the small, backpack-portable device acquired in 2024 by Homeland Security Investigations (HSI), a division of DHS, for an eight-figure sum (at least $10 million), has since reportedly been tested by the Pentagon.
This news is especially troubling since the Biden administration and the Intelligence Community (IC) consistently downplayed the idea that any type of weapon was used against our officials overseas.
Havana Syndrome victims have spent more than a decade trying to draw attention to their cases, often blaming the government for failing to provide enough support or access to specialized medical care. And even failing to admit it was a real problem.
“My brain is broken,” former CIA analyst Erika Stith told CBS News in 2022. “We got this as a result of serving our country. And we deserve to be taken care of,” she said. To no avail.
These patriots deserve better. In a letter to Homeland Security Secretary Kristi Noem, House Homeland Security Committee Chair Andrew Garbarino (R-N.Y.) is now asking for information on how the weapon was acquired, its costs, and any findings associated with its yearlong testing.
“The device in question is described as capable of producing pulsed radio waves and containing Russian components, though it is supposedly not entirely Russian in origin,” the letter states. “Following HSI’s successful acquisition of the device, it was reportedly transferred to DoW, which spent more than a year testing the device and its capabilities.”
“While assessments from the Intelligence Community (IC) do not conclusively identify the factors causing AHIs or any foreign actor responsible, an assessment from the Office of the Director of National Intelligence (ODNI) [in 2023] presented a majority view concluding that it was ‘very unlikely’ that a foreign actor ‘used a novel weapon or prototype device to harm even a subset of the U.S. Government personnel,’ with five out of seven agencies agreeing with that assessment,” Garbarino wrote in his letter.
In 2024, the House Intelligence Committee concluded that the 2023 ODNI assessment “lacked analytic integrity and was highly irregular in its formulation.” The committee said it “appears increasingly likely that a foreign adversary is behind some cases of what officials refer to as “anomalous health incidents.”
In 2024, a joint media investigation by The Insider, Der Spiegel, and CBS’ 60 Minutes concluded that evidence tied potential sonic weapons used by Russia’s electronic warfare and intelligence group “Unit 29155.”

And now we learn that the Biden administration acquired a device over a year ago that could potentially be linked to the mysterious Havana Syndrome maladies and has been quietly testing it. America deserves answers.
CBS News further reported that former senior CIA intelligence officer Marc Polymeropoulos, who has said he was stricken by this weapon in Moscow in 2017 and suffered symptoms since, has also criticized the intelligence agencies for disingenuous prior inquiries.
“The CIA always claimed that none of this technology even existed, that a device didn’t exist, and they based their [assessments] on this,” he said, “so their entire analytic assumptions are now blown up.”
He added that “a new, full analytic review is now warranted, and the DNI must call for one.” I wholeheartedly concur, but it must be conducted under rigorous supervised protocols and with an unclassified summary of its results.
Meanwhile, separate reports point to U.S. forces possibly employing a similar weapon in Caracas during the daring raid that captured Venezuela’s narco dictator, Nicolás Maduro. Is there a connection? More on that next.

I’m confused the article references two different less-lethal systems that use different types of energy to cause effect. One is sonic and sounds like the Long Range Acoustic Device (LRAD). And the other uses “pulsed radio waves” such as the Active Denial System produced by RTX Corporation (Raytheon).
