Former Secretary of State Hillary Clinton signaled a notable shift in tone on immigration policy Saturday, saying that mass migration in Western nations has “gone too far” and acknowledging that its impact has been “disruptive and destabilizing.”

Clinton made the remarks during a panel discussion at the 62nd Annual Munich Security Conference in Germany, where she participated in a session titled “The West-West Divide: What Remains of Common Values.”

“There is a legitimate reason to have a debate about things like migration,” Clinton said. “It went too far, it’s been disruptive and destabilizing, and it needs to be fixed in a humane way with secure borders that don’t torture and kill people and how we’re going to have a strong family structure because it is at the base of civilization.”

A Shift in Emphasis

Clinton’s comments mark a significant departure in tone from positions she championed during her 2016 presidential campaign. As the Democratic nominee that year, she supported executive actions taken by former President Barack Obama that shielded millions of illegal immigrants from deportation. She also opposed major expansions of border barriers and called for scaling back immigration enforcement raids, arguing they created “unnecessary fear and disruption in communities.”

In 2018, Clinton vocally criticized President Donald Trump over his administration’s policies at the southern border, calling them “an absolute disgrace.” As recently as last year, she publicly praised both legal and illegal immigrants for contributing to American economic growth and workforce expansion.

Her latest remarks, however, reflect growing concern across parts of the political spectrum — including within Europe — about the pace and scale of migration flows in recent years.

Defending Democratic Records

During the Munich panel, Clinton also defended the deportation records of her husband, former President Bill Clinton, and Obama. She argued that both administrations removed more individuals from the country than Trump did, while avoiding policies that led to widespread family separations or in-custody deaths.
