Divers uncover grenade-style IED near critical drinking water infrastructure.

A routine maintenance dive at an Alabama reservoir turned into a major security operation after workers discovered a grenade-type improvised explosive device submerged near a dam that supplies drinking water to roughly 350,000 people.

The device was found at the Converse Reservoir dam in Mobile County during scheduled inspection work conducted by divers for the Mobile Area Water and Sewer System (MAWSS). Authorities said the explosive was safely recovered and detonated without injuries or damage to the region’s water system.

Officials described the discovery as an “unprecedented threat” to critical infrastructure.

The reservoir is part of the Big Creek Lake water system, one of the primary drinking water sources for the Mobile area. Because the dam is federally designated critical infrastructure, the incident immediately drew a response from multiple law enforcement agencies and federal authorities, including the Department of Homeland Security.

Multi-agency response launched

After divers spotted the suspicious device underwater, MAWSS contacted the Mobile County Sheriff’s Office, triggering a coordinated emergency response involving local bomb squads, federal agents, and maritime response teams.

The Gulf Coast Regional Maritime Response and Render-Safe Team handled the recovery and controlled detonation of the explosive. The FBI Bomb Squad, Mobile Police Department’s Explosive Ordnance Detail, Alabama Law Enforcement Agency Bomb Squad, and the Daphne Search and Rescue Team also assisted.

Authorities have not said how long the device had been underwater or who may have placed it near the dam. No arrests have been announced, and investigators have not publicly linked the incident to terrorism or organized criminal activity.

The investigation remains active.

Water supply remains safe

MAWSS Director Bud McCrory said the discovery posed a serious threat to the region’s water infrastructure, but credited divers and law enforcement officers with preventing a potentially catastrophic situation.

“Our top priority is keeping your drinking water safe,” McCrory said. “This was an unprecedented threat, and we are fortunate that the device was identified before it could cause any damage to our water supply or endanger the public. We owe a great deal to the skill and professionalism of our law enforcement partners and the alertness of our divers and contractors.”

Officials said the dam was not damaged and the public water supply was never compromised.

Still, the discovery raises broader concerns about the security of water systems and other public utilities across the country.

Renewed focus on infrastructure security

The incident comes amid growing national attention on the vulnerability of dams, reservoirs, and utility systems that serve large populations. Water facilities are increasingly viewed as attractive targets because even limited disruption can create widespread public safety concerns.

Security experts and government agencies are expected to closely examine whether additional protections are needed at dams and reservoirs nationwide as investigators continue working to determine who placed the device and why.

For now, officials say the immediate threat has been eliminated, but unanswered questions remain about how an explosive device ended up near one of Alabama’s most important pieces of infrastructure.
