Morning Brief: Iran Blockade Reinstated, Judge Voids IRS Settlement, Interim Appointed

Good morning.

The Trump administration is dramatically escalating its confrontation with Iran by reinstating a naval blockade and announcing new fees on shipping through the Strait of Hormuz, a federal judge has thrown out a controversial settlement tied to President Trump’s lawsuit against the IRS, and South Carolina has a new interim senator following the sudden death of Lindsey Graham.

Trump Reimposes Iran Blockade, Announces Hormuz Shipping Fee

President Donald Trump announced Monday that the United States is reestablishing its naval blockade of Iran, marking a significant escalation after diplomatic efforts with Tehran collapsed and fighting resumed across the region.

In a statement, Trump declared that America would serve as the “Guardian of the Hormuz Strait.”

The president also unveiled a new 20% charge on cargo moving through the strategic waterway, arguing that countries benefiting from safe passage should help pay for the cost of protecting one of the world’s busiest maritime trade routes.

The announcement follows several days of renewed hostilities, including additional American strikes against Iranian military targets and Iranian attacks on commercial vessels and American allies in the Gulf.

It also reverses the administration’s decision just weeks ago to ease the blockade as part of an ultimately unsuccessful diplomatic initiative.

The policy notably contradicts comments made in June by Secretary of State Marco Rubio, who argued that no country should impose tolls on international waterways.

The Strait of Hormuz remains one of the world’s most vital energy corridors, carrying roughly one-fifth of global oil shipments. Analysts estimate the newly announced fee could generate well over $100 billion annually if fully implemented.

Supporters argue the move forces the international community to help shoulder the burden of securing global commerce. Critics, however, warn it could complicate relations with key allies and encourage Gulf states to deepen economic and security partnerships with rivals such as China and Russia.

Federal Judge Throws Out Trump IRS Settlement

A federal judge has invalidated the settlement that resolved President Trump’s lawsuit against the Internal Revenue Service, ruling that the litigation was improperly used to legitimize an agreement that exceeded the court’s authority.

U.S. District Judge Kathleen Williams concluded Monday that the case was not a genuine legal dispute but rather an effort to use the judiciary to bless a settlement that would have shielded Trump associates from certain tax-related scrutiny while establishing a $1.776 billion “Anti-Weaponization Fund.”

Trump, his two eldest sons, and the Trump Organization filed the lawsuit after former IRS contractor Charles Littlejohn unlawfully disclosed the family’s tax records.

While the administration’s settlement included an apology rather than direct financial damages, it also proposed creating a compensation fund for individuals politically targeted by previous administrations. Critics argued the program effectively amounted to a taxpayer-funded compensation system that Congress had never authorized.

Judge Williams agreed, writing that the lawsuit appeared designed to create judicial legitimacy for an agreement between parties who were not functioning as true legal adversaries.

The ruling also recommends sanctions and possible professional discipline for attorneys involved in the litigation.

The decision comes after Acting Attorney General Todd Blanche had already announced the administration would no longer move forward with the proposed compensation fund, which had separately been challenged in federal court.

Although the settlement has now been nullified, the underlying dispute over the unauthorized release of Trump’s tax records remains unresolved.

Lindsey Graham’s Sister Appointed to Senate Seat

South Carolina Gov. Henry McMaster has appointed Darline Graham Nordone, the sister of the late Sen. Lindsey Graham, to serve the remainder of her brother’s Senate term.

The appointment came just hours after President Trump publicly urged McMaster to select Nordone, describing it as “a fabulous tribute” to one of his closest political allies.

Nordone will serve until January 2027, completing the remainder of Graham’s current term after the longtime senator died Saturday at age 71 from an aortic dissection caused by arteriosclerotic cardiovascular disease.

While largely unknown on the national political stage, Nordone shared an unusually close bond with her brother.

After both of their parents died within just over a year of one another, Lindsey Graham became his younger sister’s legal guardian while still in his twenties. He often described raising her as the defining responsibility of his life.

Nordone spent much of her career helping individuals with disabilities find employment while raising her family in South Carolina. She occasionally appeared alongside Graham during major campaign events but largely remained outside the political spotlight.

Her appointment is temporary. South Carolina Republicans are already preparing for a special election to determine who will serve the state’s next full Senate term, with several prominent Republicans expected to compete.

For now, however, Graham’s seat will be filled by the family member who knew him best as South Carolina begins the process of selecting his long-term successor.
