U.S. Senators Roger Marshall (R-Kan.) and other Republican senators are demanding USAID Administrator Samantha Power end the continued flow of taxpayer funds to the “EcoHealth Alliance,” an international non-government organization partnered with the Wuhan Institute of Virology.
Many experts allege the Wuhan lab is the origin of the global COVID-19 pandemic, either through an accidental or intentional leak. EcoHealth’s taxpayer funding arrangement allows it to avoid oversight of the coronavirus research it conducted at the Wuhan lab.
Marshall’s letter documents EcoHealth’s alleged “history of noncompliance with federal grant requirements” and “dishonesty about its use of federal grants to fund research at foreign labs like the Wuhan Institute of Virology.”
“For years, the U.S. Agency for International Development (USAID) has paid EcoHealth Alliance (EcoHealth) millions of taxpayer dollars to operate as an offshore vehicle to channel USAID and other federal grants to foreign researchers,” said Sen. Marco Rubio, who signed the letter, in a statement.
Marshall’s letter also notes that when the National Institutes of Health requested EcoHealth turn over its notes and documents on its Wuhan coronavirus research, EcoHealth claimed they did not keep such records, despite being legally required to do so.
“EcoHealth has sponsored risky research activities at the Wuhan Institute for Virology, with the National Institutes of Health determining that its research activities there posed ‘serious bio-safety concerns,’” Rubio adds. “USAID’s continued funding of EcoHealth gives foreign researchers the ability to collect and experiment on dangerous pathogens with pandemic potential and prevents direct U.S. oversight.”
“In an August 3, 2022 hearing… expert witnesses testified that the type of viral collection gain-of-function research EcoHealth Alliance conducts with pandemic-capable pathogens ‘can emerge from such studies as potential weapons of mass destruction, inexpensive and easily distributed.’ The research is more likely to cause a pandemic than prevent one and has no civilian practical applications from a research perspective,” adds Marshall, a medical doctor.
“USAID is empowered through federal laws and policies to immediately suspend its awards to EcoHealth… It is therefore incumbent upon USAID to be responsible stewards of U.S. taxpayer funds, help protect foreign researchers from risk, and immediately suspend all awards to EcoHealth. The suspension will allow time for USAID to investigate EcoHealth’s oversight of foreign research programs, to include taking inventory of laboratory accidents and adverse events resulting in researcher illness, records-keeping audits, and assurance that EcoHealth is compliant with federal award requirements…,” the letter concludes.
Senators Tom Cotton (Ark.), Joni Ernst (Iowa), Rick Scott (Fla.), Rand Paul (Ky.), Josh Hawley (Mo.), Marsha Blackburn (Tenn.), Chuck Grassley (Iowa) and Marco Rubio (Fla.) cosigned Senator Marshall’s letter.
