A bombshell report has revealed that Chicago Mayor Brandon Johnson is embroiled in controversy over a secretive “Gift Room” at City Hall, where an array of luxury items—including designer handbags, expensive cufflinks, and even a personalized Mont Blanc pen—are stored after being accepted as gifts on his behalf. According to an investigation by the Office of Inspector General (OIG), city officials, including police officers, have repeatedly blocked access to this room, raising concerns about transparency and potential ethical violations.
The room, located on the fifth floor of City Hall, is part of an “unwritten arrangement” that dates back over 35 years, in which Chicago mayors have been allowed to accept lavish gifts without fully reporting them to the Board of Ethics. Instead, the gifts are logged in a logbook and stashed away for safekeeping, circumventing the usual protocols for disclosure. This practice has drawn increasing scrutiny, especially after Johnson took office, as he has received 236 gifts on behalf of the city since his inauguration.
The OIG’s report, issued Wednesday, outlines how investigators were repeatedly thwarted in their attempts to gather more information about the gifts Johnson received. An investigator first attempted to access the gift log last year, posing as a member of the public. However, their request was denied, forcing them to submit an official request through the proper channels. When the paperwork was filed, it was initially ignored, and only after the Inspector General’s office made a formal request did the mayor’s office provide the necessary documents. However, the gift log provided was incomplete and lacked details about many of the luxury items, such as bags from Gucci, Kate Spade, and Givenchy, or cufflinks and shoes from Hugo Boss and Carrucci.
When OIG officials next sought to inspect the Gift Room itself, they encountered even more resistance. Chicago police officers were stationed outside the room and instructed the inspectors to wait in the elevator lobby. Despite follow-up discussions between the OIG and the mayor’s office, the Department of Law ultimately refused to grant access to the Gift Room.
In an official statement, the Mayor’s Office indicated that any visit to the Gift Room would require “a properly scheduled appointment at the earliest practicable time,” which many dismissed as a thinly veiled attempt to delay or avoid scrutiny.
The growing scandal has raised alarm among city watchdogs and ethics experts, who argue that such secretive practices are unacceptable in a government that is supposed to be transparent and accountable to the public. OIG Deborah Witzburg expressed her frustration in a scathing memo, stating: “When gifts are changing hands—perhaps literally—in a windowless room in City Hall, there is no opportunity for oversight and public scrutiny of the propriety of such gifts, the identities and intentions of the gift-givers, or what it means for gifts like whiskey, jewelry, handbags, and size 14 men’s shoes to be accepted ‘on behalf of the City.'”
The practice of accepting gifts “on behalf of the City” raises additional questions. While gifts given to public officials are often meant to be symbolic, the sheer value of some of these items—ranging from luxury watches to designer shoes—calls into question whether such gifts are appropriate for public officials, especially given the opacity of their acceptance and storage.
The revelations have stirred public outrage, with critics accusing Mayor Johnson of fostering a culture of secrecy and unethical behavior. Chicago residents, who already grapple with significant trust issues concerning their local government, are now demanding more accountability from their elected officials. Many have called for a full investigation into the nature of the gifts, their value, and the relationships between gift-givers and City Hall.
