The Department of Homeland Security (DHS) under President Donald Trump has released a new citizenship study guide that marks a clear departure from progressive narratives about diversity and multiculturalism. Titled “One Nation, One People,” the 88-page booklet is being hailed by Trump allies as a patriotic return to American civic unity.
Distributed by U.S. Citizenship and Immigration Services (USCIS), the new guide will be used by approximately 800,000 green card holders annually who apply to become naturalized U.S. citizens.
“When applicants for naturalization take the Oath of Allegiance,” the guide reads, they “make important promises of loyalty to the United States [including to] give up loyalty to other countries [and to] defend the Constitution and laws of the United States.”
Unlike previous versions, this study guide shifts focus from immigration as an identity theme to civic unity, American history, and constitutional loyalty.
From “Nation of Immigrants” to “One Nation”
Gone are the repeated references to America as a “Nation of Immigrants.” The term “immigrant” appears only briefly in the guide—while “citizen” and “citizenship” are mentioned more than 40 times.
The symbolism continues in the guide’s treatment of national landmarks. The Statue of Liberty, often invoked by progressives as a beacon for global migration, is described in its original 1886 context—as a symbol of freedom and democracy gifted by France, not as a monument to immigration.
“It sends the signal [to migrants] that our expectation by allowing them to have the privilege of U.S. American citizenship is that they will consider themselves Americans and embrace our culture and our norms and our values,” said Jessica Vaughan of the Center for Immigration Studies.
The tone of the guide reflects a broader ideological shift under the Trump administration: citizenship as earned loyalty, not inherited identity.
The New Test: More Rigorous, More Symbolic
The revamped citizenship process includes a more difficult test, with 128 civics questions—double the number required under the Obama-era test introduced in 2008.
“The new citizenship test is the same old story: raise the bar, shrink the circle, and pretend it’s about patriotism,” a MigrantInsider.com op-ed complained. “In reality, it’s about power.”
The guide must also be studied entirely in English, reinforcing Trump’s long-standing belief that assimilation—not accommodation—is the cornerstone of American citizenship.
A Rebuttal to the Obama Doctrine
The release comes just weeks after former President Barack Obama warned against abandoning America’s multicultural “experiment.” Speaking at a forum, Obama said, “There’s never been an experiment like this, where you have people from every corner of the globe show up in one place… and yet still decide that we are all Americans.”
But the new guide challenges his assertion, implicitly rejecting the notion that a successful society can be built on permanent cultural fragmentation.
Critics say this undermines the progressive vision of diversity as a core American strength. Supporters argue it re-centers citizenship as a unifier—not a patchwork of tribal affiliations.
