Rep. Eric Swalwell (D-CA) is reportedly weighing a run for California governor, setting the stage for what could become one of the most contentious and chaotic Democratic primaries in decades — and placing him on a collision course with progressive frontrunner Katie Porter.
According to an MSNBC report citing two anonymous sources close to the congressman, Swalwell has been quietly considering a bid and could announce as early as next week. The sources said allies have been encouraging him to enter the race to fill a “fighter/protector” role modeled after Gov. Gavin Newsom — a positioning that starkly contrasts with the more ideological, rhetorically combative style of Katie Porter.
Swalwell declined to comment directly, but MSNBC reports that his inner circle has been actively discussing the move.
A Crowded and Complex Democratic Field
If Swalwell jumps in, he’ll face a stacked lineup of Democratic contenders including Katie Porter, the progressive favorite and a well-known national figure, Xavier Becerra, former U.S. Health and Human Services Secretary, Antonio Villaraigosa, former Los Angeles mayor and Stephen Cloobeck, businessman and megadonor.
Sen. Alex Padilla has already ruled out a run, clearing some space but leaving the field crowded with powerful names.
The Trump Administration’s Referral — And Swalwell’s Response
The timing of Swalwell’s potential run is politically combustible. A Trump administration official recently referred Swalwell to the Department of Justice for a potential federal criminal investigation over alleged mortgage and tax fraud.
Swalwell responded, “As the most vocal critic of Donald Trump over the last decade and as the only person who still has a surviving lawsuit against him, the only thing I am surprised about is that it took him this long to come after me.”
The referral creates the possibility that Swalwell launches a statewide campaign while under the cloud of a pending or active investigation — likely to inflame both supporters and critics.
The Ghost of ‘Fang Fang’ Still Lurks
Swalwell enters the gubernatorial conversation with a long trail of national headlines, particularly his past connection to Christine Fang, also known as Fang Fang, the alleged Chinese intelligence operative who cultivated relationships with Bay Area Democrats nearly a decade ago.
Fang allegedly helped fundraise for Swalwell’s 2014 congressional campaign and placed an intern in his office. Swalwell cut ties with her in 2015 after receiving guidance from U.S. intelligence.
While the House Ethics Committee closed its investigation in 2023 with no discipline, the political damage has lingered.
Breitbart has reported that classified intelligence describes “intricate and intimate” details about their relationship — claims Swalwell vehemently denies. He maintains he was a target, not a participant, in China’s influence operations.
If he runs, opponents and GOP critics will use this history to question his judgment and vulnerability to foreign influence.
Why Swalwell Might Still Run
Despite the legal threat and the Fang Fang shadow, Swalwell likely sees several strengths in fundraising, especially with coastal Democrats, his national media footprint, his proximity to Newsom’s orbit, which could translate into institutional support, and the ability to consolidate moderates uneasy about Porter’s ideological agenda.
California Could Be In For Its Most Explosive Primary in Years
If Swalwell officially jumps in, the national media spectacle may escalate, as Porter vs. Swalwell would pit two avowed Trump antagonists against each other and become the latest battleground for long-standing intra-party tensions between progressives and establishment Democrats.
Any DOJ movement on the tax or mortgage allegations would instantly reshape the race and the Fang Fang story, long dormant, would resurface with renewed intensity
The 2026 California governor’s race was already shaping up to be a high-profile contest, but Swalwell’s entry could raise the stakes.
