Shortly before a procedural vote Wednesday on a Republican-backed health care bill, four House Republicans broke ranks with party leadership to force action on expiring Affordable Care Act subsidies.
The lawmakers signed a Democratic-led discharge petition that would compel a floor vote on extending enhanced Obamacare premium tax credits for three years. The move is a rare public rebuke of GOP leadership and underscores internal divisions over health care policy heading into an election year.
Republicans Cross Party Lines
The four Republicans who signed the petition are Reps. Brian Fitzpatrick of Pennsylvania, Mike Lawler of New York, Rob Bresnahan of Pennsylvania, and Ryan Mackenzie of Pennsylvania.
Their support gives momentum to the discharge petition, which aims to extend expanded premium tax credits enacted during the COVID-19 pandemic. Those subsidies are scheduled to expire at the end of the year.
Without congressional action, insurance premiums are expected to rise sharply in 2026 for millions of Americans who buy coverage through the ACA marketplaces.
High Policy Stakes
The enhanced tax credits were designed to cap out-of-pocket premium costs and expand access to health insurance. Supporters argue that allowing them to lapse would hit middle-income families particularly hard, including many voters in swing districts represented by the Republicans who signed the petition.
Health policy analysts have warned that expiration could lead to higher uninsured rates and greater financial strain on households already facing inflation pressures.
Leadership Pushback
House GOP leadership, including Speaker Mike Johnson, has resisted holding a standalone vote on extending the subsidies. Republican leaders have raised concerns about cost, long-term federal spending, and the optics of voting on an Obamacare-related measure without broader health care reforms.
That resistance prompted the centrist Republicans to take the unusual step of siding with Democrats to force the issue onto the floor.
Why the Discharge Petition Matters
Discharge petitions are rarely successful and even more rarely used by members of the majority party against their own leadership.
With the petition reaching 218 signatures, House leadership is now required to schedule a vote on the underlying bill. The move signals mounting frustration among rank-and-file lawmakers who say the House should at least debate the issue before the subsidies expire.

They are being called RINOS, but they are democrats. This happens too in red states, like South Dakota, they know they can’t get elected as democrats so they pretend to be republicans, get elected and govern like the democrats they are. The middle class can not handle another financial blow at this time of the year and it will surely backfire against Republicans and President Trump. You have time to work on an Alternative Health Plan over the next 24 months but you don’t ram a tax increase which is what cutting off subsidies under Obama Care is equivalent too. Have you lost your minds this is an act of suicide by Republicans. President Reagan would be more than displeased I knew him personally. This is horrible administration by Congressional Leaders. Get your alternative in place, debate it openly, sell it to the American people then vote up or down what you purpose to replace Obama Care with. Look President Trump stated: He was willing to work with Democrats on Health Care changes. Both sides are their to take care of the people business not shut down government or create new taxes. Do your jobs and reach across the aisle and start doing your jobs. Fie.
