Treasury Secretary Scott Bessent acknowledged Wednesday that he threatened to “kick ass” during a heated confrontation last year, while firmly denying reports that he threatened to punch the now-acting Director of National Intelligence “in the face.”

The unusual exchange emerged during a Senate Finance Committee hearing, where Sen. Thom Tillis (R-NC) pressed Bessent about reports surrounding a confrontation between the two Trump administration officials during the summer of 2025.

WASHINGTON — A newly uncovered manifesto tied to the suspect in the attempted attack at the White House Correspondents’ Association (WHCA) dinner suggests the incident was highly targeted — and included a notable exception.

According to reports, the accused gunman, 31-year-old Cole Tomas Allen, outlined a plan to target President Donald Trump and top administration officials, but explicitly excluded FBI Director Kash Patel from his list of intended victims.

Sprawling Manifesto Emerges

The document was reportedly sent to family members shortly before the attack and is now central to the federal investigation.

In it, Allen allegedly wrote that administration officials were “targets” — except for Patel, who he singled out as not to be harmed.

Authorities have not confirmed why Patel was excluded, and investigators say the reasoning remains unclear.

Manifesto Details Reveal Targeted Intent

Officials have said early on the attack was not random — and new details from the suspect’s manifesto appear to reinforce that conclusion.

Acting Attorney General Todd Blanche stated the suspect appeared to be targeting members of the Trump administration, a claim now backed by the contents of a 1,052-word document.

The manifesto outlines a calculated plan centered on high-ranking political figures.

According to investigators, Allen:

  • Listed administration officials as primary targets, prioritizing them from “highest-ranking to lowest”
  • Described a set of “rules of engagement,” including efforts to avoid harming non-targets such as hotel staff
  • Acknowledged he would “go through most everyone” at the event if necessary, arguing attendees were “complicit”

Contradictions in Claimed Intent

The document also reveals conflicting logic behind the attack.

Allen claimed he wanted to “minimize casualties” by using buckshot rather than slugs, arguing it would reduce the risk of rounds penetrating walls.

At the same time, he made clear he was willing to inflict broad harm if it meant reaching his intended targets — underscoring the seriousness of the threat.

Ideological Motivation

The manifesto included explicit hostility toward Trump, whom Allen referred to as a “pedophile, rapist, and traitor.”

Allen also framed the attack in ideological terms, writing that failing to act against perceived injustice amounted to “complicity in the oppressor’s crimes.”

Investigators are now examining whether those views were shaped or reinforced by outside influences, including online activity or contacts.

Attack Foiled at Security Perimeter

Authorities say Allen arrived at the Washington Hilton armed with:

  • A shotgun
  • A handgun
  • Multiple knives

He was stopped by Secret Service agents after rushing a security checkpoint, with officials crediting the rapid response for preventing what could have been a mass casualty event.

What Comes Next

The suspect currently faces three preliminary federal charges:

  • Two counts of using a firearm during a crime of violence
  • One count of assault on a federal officer with a dangerous weapon

U.S. Attorney for the District of Columbia Jeanine Pirro announced the charges shortly after the incident, noting that additional charges are likely as investigators continue examining the suspect’s planning and motive.

Allen is being held by D.C. Metropolitan Police and is scheduled to appear for arraignment in federal court on Monday, April 27.

Officials say the manifesto will be central to the prosecution’s case, particularly in establishing intent and premeditation.

The emerging details point to a deliberate, targeted attack — one in which specific officials were identified and at least one was intentionally spared.

For investigators, the focus now shifts to the most critical question: why those choices were made — and whether anyone else played a role.
