Former ICE Official Loses GOP Primary In Key Ohio Battleground Republicans Want To Flip

Madison Sheahan’s defeat reshapes high-stakes race against longtime Democratic Rep. Marcy Kaptur

Former Immigration and Customs Enforcement Deputy Director Madison Sheahan lost her Republican primary Tuesday in Ohio’s 9th Congressional District, a closely watched battleground seat Republicans believe they have one of their best chances to flip in the 2026 midterms.

Sheahan, a former Trump administration immigration official and ally of dismissed Homeland Security Secretary Kristi Noem, finished third in the crowded GOP primary, trailing former Ohio state Rep. Derek Merrin and another candidate, according to multiple race projections.

“Northwest Ohio is ready for fresh new leadership,” Merrin said. “That’s why we are going to defeat Marcy Kaptur this November. After decades in Washington, she’s part of the problem—not the solution. Our campaign offers a clear alternative: new leadership, a focus on lowering costs, supporting law and order, and putting Northwest Ohio first. Tonight is the beginning.”

The race had drawn national attention because Republicans view Democratic Rep. Marcy Kaptur’s Toledo-area district as increasingly vulnerable after recent redistricting changes made the seat more favorable to the GOP. Kaptur narrowly survived reelection in 2024 by less than one percentage point.

Kaptur has represented the 9th District since 1983, making her the longest-serving woman in congressional history.

Allegations surfaced weeks before primary

According to reports first detailed by the Daily Mail and later amplified by multiple outlets, Sheahan began a relationship with a campaign staffer when she was 19 years old and working as a junior aide on the Trump campaign.

Sheahan was reportedly 23 at the time and serving in a senior role within the campaign.

The former staffer claimed the relationship began during campaign events that involved what she described as “boozy house parties” among young political aides. With limited places to sleep, she alleged Sheahan invited her to share a bed, after which “a secret relationship had begun.”

The woman further alleged the relationship later became volatile and emotionally turbulent, marked by insecurity, jealousy, and repeated arguments. According to her account, Sheahan feared she would eventually leave her for a man, leading to what the former staffer described as “verbal blowups and late-night screaming fights.”

Additional allegations described controlling behavior related to clothing, social outings, and career decisions.

Sheahan’s campaign strongly denied the allegations. Campaign adviser Bob Paduchik told reporters that “Madison was not and has never been in a relationship with a subordinate.”

No formal misconduct findings or legal action related to the allegations have been reported.

Republicans questioned electability in battleground district

While Sheahan entered the race with a strong national conservative profile and backing from prominent Trump-world allies, some Republicans privately questioned whether the controversy — combined with her heavy focus on aggressive immigration enforcement — would complicate efforts to win over swing voters in northwest Ohio.

Political strategists noted that voters in the district appeared more focused on manufacturing, inflation, and economic concerns than immigration issues during the primary campaign.

Merrin now advances to face Kaptur, whose reelection bids have grown increasingly competitive. Republicans are optimistic about flipping the district, citing its recent shift toward the GOP at the presidential level.

The race is expected to remain one of the most competitive House contests in the country heading into November.
