In a notable shift for federal firearms policy, the U.S. Senate confirmed Robert Cekada as the new Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on Wednesday, April 29, 2026. The vote passed 59-39, with support from all present Republicans and seven Democrats.

Just hours after the confirmation, Cekada joined Acting Attorney General Todd Blanche at the Justice Department to unveil nearly three dozen new and proposed rules. These changes aim to reduce regulatory burdens on lawful gun owners and firearms businesses while focusing enforcement on violent criminals.

This move marks a clear departure from the previous administration’s approach and highlights the Trump administration’s evolving stance toward the ATF.

Who Is Robert Cekada?

Robert Cekada brings decades of hands-on law enforcement experience to the role. He started as a police cadet with the New York City Police Department in the early 1990s, joined the ATF as a special agent in 2005, and rose through the ranks. He served as deputy director for about a year before his confirmation, effectively running day-to-day operations.

Supporters, including Sen. Chuck Grassley, praised his deep knowledge of the agency from the ground up. Cekada has emphasized protecting the Second Amendment while maintaining focus on public safety. During his confirmation process, he criticized past funding cuts to the ATF and advocated for increasing the number of special agents from roughly 2,400 to 3,000.

His confirmation is only the third since the position became Senate-confirmable in 2006, ending a long stretch of acting directors.

Key Regulatory Reforms Announced

The DOJ and ATF released 34 notices of final and proposed rulemaking following a review guided by Executive Order 14206 on Protecting Second Amendment Rights. Officials described it as the most comprehensive regulatory reform package in ATF history.

Highlights include:

  • Repeal of stabilizing brace restrictions — Rolling back Biden-era rules that tightened regulations on firearms equipped with stabilizing braces.
  • Gun show background check changes — Proposing to rescind rules that expanded requirements for more dealers to conduct background checks at shows and other non-storefront sales.
  • Broader simplifications — Updating regulations to better reflect current law, court precedents, and real-world operations of firearms businesses. The goal is clearer rules that avoid vague or overly subjective enforcement.

Acting AG Blanche stated these changes end the “weaponization” of regulations against law-abiding citizens. Cekada added that enforcement will target willful violators and criminals, not responsible owners dealing with inadvertent issues.

Public comment periods (generally 90 days) are open via Regulations.gov for proposed rules.

A Shift in the ATF’s Direction

This confirmation and reform package represent a turnaround. Earlier in Trump’s second term, there were proposals to merge the ATF into the DEA and significant budget cuts. Now, the administration has backed a permanent director and requested a 4% funding increase for fiscal 2027—though House Republicans have proposed deeper cuts.

Cekada has pushed back against drastic reductions, warning they harm operational capabilities and support for state and local law enforcement.

Reactions and Criticisms

Gun rights advocates largely welcome the changes as long-overdue relief. However, gun control groups strongly oppose them. Everytown for Gun Safety called the timing “dangerous,” linking it to recent violence and arguing it weakens efforts to keep guns out of criminal hands.

Critics worry the reforms could make communities less safe, while supporters argue overly complex rules previously burdened honest citizens without meaningfully reducing crime.

    Keep guns out of the hands of criminals ( if they intentionally lie on the NICS, put them in jail ), and respect the true meaning of the 2nd Amendment.
    As long as honest and decent American people ( American people, not illegals and other foreigners who are not American citizens ) have guns, the people in government will not and can not force any kind of totalitarian form of government on us!
    THAT was a main part of the original meaning of the 2nd Amendment.
