Republicans in both chambers of Congress have aligned on advancing full Department of Homeland Security (DHS) funding through May without Democratic-proposed limits on Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) operations, following more than six weeks of a partial shutdown.
The package omits proposed limits on ICE and CBP activities, including restrictions on roving patrols, requirements for body cameras, use-of-force policies and bans on masked agents—all key points of contention on Capitol Hill.
The funding impasse began after the Senate approved a plan to fund select DHS components, including the Transportation Security Administration and the Coast Guard, while excluding immigration enforcement funding due to disagreements over enforcement restrictions. House Republicans rejected the measure, arguing it did not adequately support border security priorities.

The prolonged shutdown has strained DHS operations, contributing to airport delays, unpaid personnel, and broader disruptions across agency functions.
Proponents (Republican leaders like Speaker Johnson and Senate Majority Leader Thune) describe it as ending “Democrat-led” risks to public safety and enabling Trump’s deportation/border agenda.
