Preparing for the worst across the United States for next 40 days. This week, the largest sporting event ever staged, the expanded World Cup, with 48 teams and 104 matches across 16 cities in North America (U.S., Mexico, and Canada), arrives at a time of global tension, war in the Middle East, growing left-wing political violence, cyberattacks, threats from drones, and fears of AI-fueled disruptions.
The Democrat-led partial government shutdown of the Department of Homeland Security (DHS) earlier this year didn’t help America prepare.
While no credible threats have been identified — so far — planners are still facing an unprecedented security challenge.
Because the games here are so sprawling — (the last World Cup in Qatar saw 32 teams play across a country smaller than Connecticut) — the federal government does not have the resources to take over as it would for a presidential inauguration or even the Olympics.
Instead, it is working with local and state law enforcement to coordinate security, including sharing information across the various cities. More than 400 law enforcement agencies are working with the federal government and private security firms to secure stadiums, fan festivals, base camps, hotels, and other “soft” targets.
Security plans include bans on unauthorized drones near stadiums and fan zones, with specialized police units tasked with detecting and disabling threats. FBI-led command centers in each host city will coordinate real-time responses to security incidents and suspected AI-generated misinformation.
As the Los Angeles Times reports: “A vast web of federal, state, local and private forces is deploying hunter drones, robot dogs, AI-powered cameras and giant X-ray trucks for what U.S. planners call ’78 Super Bowls over 39 days.’”
The International Police Cooperation Center in Washington, D.C., will link law enforcement agencies across participating countries to share intelligence.
Starting in Los Angeles, around 7 million visitors are expected in the U.S. alone, with matches treated as Super Bowl-level security events (just below a presidential inauguration or a national political convention) and coordinated through federal, state, and local agencies. Host cities have been allocated $625 million in federal funding, plus $250 million for counter-drone measures.
The Secret Service, understaffed by almost 900 agents, and under scrutiny after security breaches and attempts on Trump’s life, is in charge of protecting world leaders who show up to cheer on their countries. Trump has expressed interest in attending a match.
Officials have indicated they are confident they can keep Trump safe because they will be integrating his usual security into the robust World Cup plan on days he may watch a match.
However, considering the current Iranian threat, dangers are heightened. And Iran will play two games in L.A. before finishing group play in Seattle. These matches will receive additional federal security support. Iran’s team moved its training from L.A. to Tijuana, Mexico due to security concerns.
“The security picture fundamentally changed,” said Stefano Ritondale, chief intelligence officer at Artorias, a defense intelligence company not involved in the security preparations. “There’s a major difference in preparing for a lone-wolf radical who rams his car into a public place and a terrorist who is bankrolled by a foreign country we’re at war with.”
Still, FBI deputy director Christopher Raia said he was most concerned about homegrown extremists like the man who drove a truck into Bourbon Street in New Orleans last year in an ISIS-inspired attack. Those are still the hardest to detect and stop.
Officials are also anticipating cyberattacks, whether it’s ticket hacks, or different things coming up on your QR codes, to trying to take over Jumbotrons at stadiums to transportation systems.
Multiple federal agencies recently issued a joint advisory about an “urgent and ongoing Iranian-affiliated cybersecurity threat” to critical infrastructure by groups believed to be associated with the Islamic Revolutionary Guard Corps (IRGC).
Though Immigration and Customs Enforcement (ICE) will have agents and officers in Los Angeles during the World Cup to augment security they reportedly will not be actively detaining foreigners. Authorities also say no immigration raids are planned at matches, though action may be taken against individuals suspected of criminal activity.
Meanwhile, in Mexico, around 100,000 security personnel will be deployed across three host cities under Plan Kukulcán, supported by military, police and specialist units including anti-drone teams and robot dog patrols.
And in Canada, the Royal Canadian Mounted Police (RCMP) is leading security alongside provincial and municipal police backed by $145 million federal funding for events in Vancouver and Toronto.
