Philadelphia District Attorney Larry Krasner, a Democrat known for his far left approach to crime and immigration policy, is threatening to aggressively prosecute federal immigration agents who “commit crimes” within his jurisdiction.
Krasner made the remarks during a Thursday press conference responding to a deadly incident in Minneapolis, where a protester was shot after allegedly attempting to run over an Immigration and Customs Enforcement (ICE) agent with her vehicle.
“If any law enforcement agent, any ICE agent is gonna come to Philly to commit crimes, then you can get the F out of here,” Krasner said. “I will charge you with those crimes. You will be arrested. You will stand trial. You will be convicted.”
He further warned federal agents that presidential clemency would not protect them from state prosecution. “Donald Trump cannot pardon you for a state court conviction. Do you hear me, ICE agents?” Krasner added.
The remarks were made in sharp contrast to how Krasner has treated criminal migrants during his tenure as district attorney. Shortly after taking office in 2018, Krasner established an Immigration Counsel position within the District Attorney’s Office. The role was designed to provide legal consultation in cases involving foreign nationals, with the stated goal of achieving “immigration-neutral” outcomes.
In practice, this approach involved evaluating and, in some cases, reducing charges against migrants — including those in the country illegally — in order to prevent convictions that could trigger deportation proceedings.
Krasner’s office initially suggested that the Immigration Counsel would focus on cases involving “low-level” offenses. However, a case list obtained by a conservative immigration group in 2021 indicated that the office had consulted on cases involving foreign nationals accused of serious crimes, including rape of a child, rape, sexual assault, arson, and murder.
More recent records suggest that the practice has continued. A case list released in 2024 showed the Immigration Counsel’s involvement in 21 cases involving aggravated assault, domestic violence, or other violent crimes; 26 cases of possession of drugs with intent to distribute; 12 firearm-related cases; nine cases involving rape, indecent assault, or sexual assault of a child; nine robbery or burglary cases; and one vehicular homicide case.
A spokesperson for the Immigration Counsel’s office did not respond to a request for comment.
Krasner has also been a consistent critic of ICE and federal immigration enforcement. Following the start of President Donald Trump’s second term, he joined other Democratic local officials in pledging resistance to federal immigration efforts.
“We have an authoritarian president who’s a criminal,” Krasner said at a January 2025 press conference. “And that person is saying, all of you elected officials, all you police departments, all you branches of state law enforcement – do my work. The law says no … The feds can’t commandeer state law enforcement and make them do Nazi stuff.”
Krasner is one of several progressive district attorneys across the country who have received significant financial backing from billionaire George Soros. He was first elected Philadelphia district attorney in 2017 after Soros contributed more than $1 million to a super PAC supporting his Democratic primary campaign.
Like other Soros-backed prosecutors, Krasner campaigned on a platform that emphasized reducing criminal accountability and limiting cooperation with federal immigration authorities.
