In a uniquely Portland twist on civil disobedience, hundreds of demonstrators stripped down and saddled up for an “emergency” edition of the World Naked Bike Ride on Sunday, pedaling through the rainy streets in a cheeky protest against President Donald Trump’s plans to deploy federal troops.

What is typically a summer tradition took on political tone as organizers fast-tracked a second ride for 2025 — this time to “challenge” the Trump administration’s response to protests outside Portland’s U.S. Immigration and Customs Enforcement (ICE) facility.
“We definitely do not want troops coming into our city,” said Janene King, 51, who participated wearing nothing but wool socks, a wig, and a hat. “This is a quintessentially Portland way to protest.”
Despite the chilly weather — steady rain and temperatures in the 50s — riders participated. While fewer went fully nude than in warmer months, many still shed their clothes, donning only bike helmets or costumes. Inflatable frogs, axolotls, bananas, and unicorns were all spotted among the crowd.
Protest Meets Playfulness
“Joy is a form of protest,” the organizers posted on Instagram. “Being together with mutual respect and kindness is a form of protest. It’s your choice how much or little you wear.”
Riders wound their way from downtown through industrial corridors to the ICE facility, where protesters have clashed with federal agents nightly. Authorities warned demonstrators to remain on sidewalks or face arrest, but the atmosphere remained largely unconfrontational.
Federal agents reportedly deployed tear gas and pepper balls in previous nights, prompting the unusual — and naked — response from Portlanders who viewed the show of federal force as an overreach.
The protest came amid a legal showdown over Trump’s attempts to mobilize the National Guard to cities experiencing sustained unrest. A federal judge issued a temporary hold on the administration’s plans, but an appeals court is currently reviewing the ruling.
A Naked Tradition With a Message
Portland’s World Naked Bike Ride began in 2004 as part of an international movement to highlight the vulnerability of cyclists on the road and to defy “car culture.”
In previous years, the event has drawn as many as 10,000 riders, and often brings city traffic to a halt, though Sunday’s impromptu ride wasn’t as large.
Portland: Still Keeping It Weird — and Defiant
The protest underscores Portland’s unique identity — a city that has become known both for its progressive politics and its flair for the absurd. While many cities march or rally, Portland pedals — without pants.
With legal questions still looming and nightly demonstrations continuing outside ICE, organizers say they’re ready to roll again, though it doesn’t seem the Trump Administration will be easily deterred by nude cyclists.
