Ukraine's Zelenskyy preparing to visit DC on Wednesday. Ukrainian President Volodymyr Zelenskyy is preparing to visit Washington on Wednesday, according to three AP sources, in his first known trip outside the country since Russia's invasion began in February.

ARE NOT THE SAME AS GENOCIDE – CHEAPENS THE TERM – Standing with Russia, or staying silent, protects genocide. This month, in a unanimous vote, the Senate Foreign Relations Committee passed Senate Resolution 713, which designates Russian atrocities in Ukraine as genocide. The bi-partisan resolution looks poised to pass the Senate.

DEFENSE BUDGET

Congress boosts Pentagon budget, Ukraine spending in omnibus. Congress on Tuesday released its fiscal 2023 omnibus spending bill that includes $27.9 billion in emergency U.S. Department of Defense spending for Ukraine on top of a $69.3 billion budget increase for the Pentagon over FY 22 levels.

Defense spending to rise by 9% in Congress' FY23 budget deal. The Department of Defense would see a 9% funding boost over fiscal 2022 spending levels — including enough money to fund a 4.6% pay raise for troops next month — under a compromise full-year federal appropriations bill unveiled by lawmakers Tuesday.

NATIONAL SECURITY

BETTER STAY FOREIGN-FOCUSED! – Election-defending Cyber National Mission Force elevated by Pentagon. The U.S. Department of Defense formally raised the status of a critical-but-clandestine cyber force, a move that underlines the military's evolving role in the digital domain.

Congress moves to ban TikTok from US government devices. The requirements would apply to the executive branch — with exemptions for national security, and research purposes — and don't appear to cover Congress, where a handful of lawmakers maintain accounts.

Pentagon seeks to reassure after Air Force grounds entire B-2 bomber fleet. The Pentagon on Tuesday insisted it has “a variety of capabilities at its disposal” after the Air Force last week grounded its entire fleet of B-2 stealth bombers.

Russia's militarization of the Arctic shows no sign of slowing down. Russia has continued expanding its military bases in the Arctic region despite significant losses in its war on Ukraine, according to a new series of satellite images.

HOMELAND SECURITY

Texas National Guard blocks migrant flow across border in El Paso. The military deployment adds to an already tumultuous period at the border and in Washington, where Biden officials are struggling to end the Title 42 expulsion policy.

CHINA THREAT

New Japanese strategy to up defense spending, counterstrike purchases. Japan has committed to acquiring long-range weapons and to continue increasing its defense budget as part of its latest National Security Strategy, citing regional threats as the driving force behind its decision.

Europe Must Avoid Wishful Thinking on China in 2023. Germany and France seem to be willing to “compartmentalize” their relations with Beijing, excluding the difficult issues. Heading into 2023, the clarity engendered by Beijing's stance on the Russian invasion of Ukraine is in danger of being lost. Leaders of a continent beset by soaring energy prices and economic hardship show signs of wanting to pick up again with the world's largest trading nation as if nothing has happened. That would be a mistake.

RUSSIA THREAT – UKRAINE WAR

US to send $1.8 billion in aid, including Patriot battery, to Ukraine. Officials tell The Associated Press the U.S. will send $1.8 billion in military aid to Ukraine in a package expected to be announced Wednesday.

Russia-Ukraine war: List of key events, day 301. Ukrainian President Volodymyr Zelenskyy is on his way to the to meet s counterpart and visit Congress, the White House has said – his first known overseas trip since Russia's invasion on February 24.

Putin describes situation in occupied Ukrainian territories as ‘extremely difficult.' The Russian president made a rare admission that the war in Ukraine is facing obstacles.

Surrender to a drone? Ukraine Is urging Russian soldiers to do just that. Tens of thousands of drones have been employed across Ukraine to kill the enemy, spy on its formations and guide bombs to their targets. But this month the Ukrainian military began a program to use drones in a more unusual role: to guide Russian soldiers who want to surrender.

FINALLY!!! – Biden in newly surfaced video: Iran nuclear deal is “dead.” President Biden said on the sidelines of a Nov. 4 election rally that the 2015 nuclear deal with Iran is “dead,” but stressed the U.S. won't formally announce it, according to a new video that surfaced on social late Monday.

INTERNATIONAL SECURITY – NATO, MIDDLE EAST, ASIA, AFRICA

US forces detain 6 Islamic State group militants in Syria. American forces have conducted three raids in eastern Syria and arrested six Islamic State group militants.

25 militants killed in Pakistan army raid on detention center; one hostage dies. Pakistan's security forces killed 25 of 35 Islamist militants holed up in a counter- centre in the northwestern city of Bannu, while one hostage and two commandos died in the operation to retake the compound, the army said.

BIDEN AFGHAN DISASTER

Afghan refugee bill sidelined again, dashing advocates' hopes. Advocates pushing for Congress to help Afghan refugees with new immigration legislation were hopeful in recent weeks that they were inching closer to a legislative victory.

‘GOOD WILL' BS – Taliban releases 2 Americans held in Afghanistan. State Department spokesman Ned Price called the release an apparent goodwill gesture on the part of the Taliban.

Afghan government officials helped smugglers sneak almost $1 billion in cash and gold out of Afghanistan during collapse. During the final months of the Islamic Republic of Afghanistan, as the Taliban advanced on the capital, the elected government struggled to reassure its US patrons that it could maintain control. Yet at the same time, smugglers were illegally carrying hundreds of millions of dollars in cash and gold out of the country with the assistance of officials from the Afghan government.

SPACE
