Canada Snubs US Defense Industry, Chooses Swedish Surveillance Aircraft

Canada is moving forward with plans to acquire Swedish-made surveillance aircraft instead of American alternatives, a decision that underscores Prime Minister Mark Carney’s broader effort to reduce Ottawa’s reliance on U.S. defense contractors amid growing political and economic tensions between the longtime allies.

Saab Selected Over U.S. Competitors

The Canadian government announced it has entered discussions to purchase Saab’s GlobalEye airborne early warning and surveillance aircraft. The platform is built on Bombardier Global 6500 business jets, a Canadian-made aircraft, allowing Ottawa to emphasize domestic economic benefits alongside military capability.

Officials estimate the potential deal could support approximately 3,000 jobs across Canada’s aerospace and defense sectors, a key consideration as the government increasingly links major procurement decisions to economic development and industrial growth.

Saab’s GlobalEye was ultimately chosen over Boeing’s E-7 Wedgetail, which has faced scrutiny over cost overruns. Canadian officials also evaluated the Aeris X system produced by L3Harris Technologies before selecting the Swedish offering.

Carney Ties Defense Spending to Economic Growth

Carney framed the procurement as part of a wider strategy to modernize Canada’s defense posture while strengthening the country’s industrial base.

“The first job of the government is to keep Canadians safe. Our government is protecting Canadians and supporting our Allies with an approach that transforms defence procurement,” Carney said in a statement.

He added that the new approach is intended to generate skilled jobs while addressing national security priorities.

“With our new strategy, we are building our economy and creating careers in the skilled trades, science and engineering. The GlobalEye procurement will help us secure our North and build our economy at once.”

Arctic Security a Growing Priority

The GlobalEye platform is designed to provide wide-area surveillance across air, sea and land domains. Equipped with advanced active and passive sensors, the aircraft can detect and track targets at long distances, making it particularly valuable for operations in Canada’s vast northern regions.

Ottawa has increasingly emphasized Arctic security and northern sovereignty as strategic concerns as geopolitical competition intensifies in the region. The aircraft’s capabilities are expected to play a significant role in monitoring Canada’s northern approaches and supporting allied operations.

Swedish Prime Minister Ulf Kristersson welcomed the decision, arguing the aircraft would strengthen both Canadian sovereignty and NATO’s collective defense mission.

“By operating Global Eye, Canada strengthens its ability to safeguard their sovereignty while contributing to NATO’s collective defence, including being a vital asset for surveillance and control of the Arctic region,” Kristersson wrote on X.

Defense Spending Pressures Continue

The decision comes as Canada faces continued pressure from the United States and other NATO members to increase defense spending. Critics have long argued that Ottawa falls short of alliance expectations when measured as a percentage of gross domestic product.

Last year, Canada pledged to boost military spending while also expanding cooperation with European defense partners. Ottawa formally joined the European Union’s Security Action for Europe initiative, a move widely viewed as part of a broader effort to strengthen defense ties beyond Washington.

More Procurement Decisions Could Follow

The Saab announcement may not be the last major defense contract to shift away from American suppliers.

The Swedish company is also promoting its Gripen fighter jet as the Canadian government reviews its existing agreement to purchase 88 U.S.-made F-35 fighters. That review was launched after President Donald Trump imposed tariffs on Canadian imports, adding new strains to the relationship between the neighboring countries.

At the same time, military tensions between Washington and Ottawa have shown signs of increasing. Last week, the Pentagon announced it would suspend participation in the Permanent Joint Board on Defense, a long-standing bilateral forum for military consultation. Reports indicated the move stemmed from remarks Carney made earlier this year at the World Economic Forum.

A Changing Defense Relationship

Canada’s decision to pursue Saab’s GlobalEye aircraft highlights a broader trend in Western defense procurement. Contracts that were once driven primarily by military requirements are increasingly influenced by economic interests, industrial policy and political considerations.

For Ottawa, the GlobalEye purchase represents more than a surveillance upgrade. It reflects a growing willingness to diversify defense partnerships, strengthen domestic industry and reduce dependence on U.S. suppliers at a time when trade disputes and diplomatic disagreements are reshaping one of North America’s most important alliances.
