President pushes for U.S. hiring, targets globalist labor pipelines in AI push

A Shift in Outsourcing Policy

President Donald Trump is weighing new restrictions on U.S. tech companies that outsource labor to India, a move that could upend long-standing industry practices and recalibrate America’s role in the global tech economy.

The potential policy — first floated during the White House AI Summit in July 2025 — was revived after another underwhelming jobs report highlighted ongoing concerns about domestic employment in high-skilled sectors.

According to administration sources, the president is considering formal measures to limit outsourcing of engineering, data, and AI development work, particularly to India, which has long served as a critical offshore hub for Silicon Valley giants.

H-1B Visas and Offshoring in the Crosshairs

The administration is also reportedly reviewing the future of the H-1B visa program, frequently used by U.S. tech firms to bring in foreign workers. Critics argue the system incentivizes companies to favor cheaper overseas labor over American talent.

During the summit, Trump issued a blunt directive to major tech players — including Apple, Google, Microsoft, and Amazon — urging them to bring jobs back to the U.S. and stop relying on foreign contractors, especially in India.

“The days of hiring workers in India are over,” Trump said, sharply criticizing what he called the “globalist mindset” of Silicon Valley.

The comments echo his campaign rhetoric and reflect a renewed focus on reshoring technology jobs amid broader concerns about economic security, digital sovereignty, and AI competitiveness.

AI Action Plan Rolls Out

The outsourcing proposal comes alongside a broader tech policy rollout by the Trump administration. In late July, the White House introduced its AI Action Plan and signed three executive orders aimed at strengthening the domestic AI ecosystem. The plan includes:

  • Fast-tracking the construction of U.S.-based AI data centers
  • Requiring political neutrality in federally funded AI systems
  • Promoting international exports of AI tools built in the United States

These measures, though not yet codified into a ban on outsourcing, lay the groundwork for more aggressive regulatory action in the months ahead.

Global Consequences — Especially for India

India’s IT sector, currently valued at around $250 billion and employing millions, stands to be the biggest loser if restrictions materialize. The industry’s deep integration with U.S. firms — from backend support to AI research — makes it particularly vulnerable to any policy shift.

Analysts warn that even without formal legislation, sustained pressure from the White House could lead U.S. firms to scale back offshore operations or rethink future outsourcing deals.

The Bigger Picture

While some tech companies have begun reshoring initiatives, many still rely heavily on Indian talent pipelines. A sudden break from this model could raise costs, disrupt project timelines, and increase demand for domestic hiring — a clear goal of the administration.

For now, no legal ban has been enacted. But with the president signaling his intent and the policy apparatus already in motion, U.S. tech firms — and their overseas partners — are watching closely.

    Trump and I are at odds more often than not, but he has my full and enthusiastic support on this proposed policy. What good is it to re-shore manufacturing while we lose high tech to continued offshoring? Our future depends on continued technology advancement right here.
