Son Of Former Texas GOP Chairman Charged With Acting As Unregistered Chinese Agent

An American media professional and the son of a prominent Texas Republican politician has been charged with acting as an unregistered agent of the Chinese government, according to newly surfaced federal court records.

Thomas Pauken II was arrested in February after federal investigators alleged he spent years assisting Chinese government interests while working with state-controlled propaganda outlets in China.

According to a Department of Justice affidavit first reported by Politico, Pauken allegedly helped connect a Chinese government handler with an individual seeking employment in the Trump administration and prepared confidential briefing materials for Chinese President Xi Jinping.

Federal prosecutors charged Pauken with violating the Foreign Agents Registration Act (FARA), which requires individuals lobbying or conducting political work on behalf of foreign governments to publicly disclose those activities.

Authorities arrested Pauken in Herndon, Virginia, and a federal judge later ordered him to be detained pending trial.

The case has intensified concerns about Chinese influence operations targeting American political institutions, media and government personnel.

According to the affidavit, Pauken moved to China around 2010 and described himself publicly as a journalist working with Chinese state media organizations.

Investigators allege that behind the scenes, however, he was actively coordinating with Chinese government-linked contacts while cultivating political relationships in the United States.

During questioning by Customs and Border Protection and FBI agents at Washington Dulles International Airport in January 2025, Pauken allegedly discussed ties to Chinese officials and described efforts on behalf of someone interested in joining the Trump administration.

According to prosecutors, Pauken told investigators he was “80 percent sure” the individual would eventually provide classified information to China despite warnings not to do so.

That unnamed individual reportedly did not receive the exact administration role sought but currently works for an American government agency, according to the affidavit.

Federal investigators also alleged Chinese contacts showed intense interest in Pauken’s father, former Texas Republican Party chairman Thomas Pauken Sr.

According to the affidavit, Pauken allegedly told agents his Chinese associates were “obsessed” with obtaining information about his father because of his prior service in the Reagan administration and longtime Republican connections.

The elder Pauken served as chairman of the Texas Republican Party during the 1990s and unsuccessfully ran for Texas governor in 2014.

Investigators claim Pauken even used the alias “Tom McGregor” in China at his father’s request to avoid publicly linking the family name to his activities overseas.

Pauken’s attorney denied the allegations after the charges became public.

“It’s critical to understand that Mr. Pauken is not charged with spying or mishandling classified information,” attorney Charles Burnham told the Daily Caller News Foundation.

“The government’s complaint charges that Mr. Pauken did professional work for a foreign government without first completing certain required paperwork,” Burnham added.

In recent years, federal authorities have repeatedly warned that China’s government uses a broad range of tactics — including business relationships, academic partnerships, media work and political networking — to gather information and exploit American institutions in ways favorable to Beijing.

The allegations against Pauken also reflect growing scrutiny of foreign influence operations conducted through journalism, think tanks and consulting work rather than traditional espionage alone.

Critics of China’s Communist government argue Beijing increasingly relies on “soft infiltration” methods involving personal relationships, business incentives and political networking to gain access to sensitive information and influential individuals.

The details outlined in the affidavit — particularly allegations involving potential access to government personnel and materials prepared for Xi Jinping — are likely to intensify sensitivity to Chinese efforts to penetrate American political circles.

The case remains ongoing.
