In a dramatic showdown, the Indiana Senate on Dec. 11 rejected a Trump-backed congressional map that would have given Republicans a near-guaranteed sweep of the state’s nine House seats. The final tally — 31-19 — saw 21 Republicans break ranks and side with Democrats.

The plan was unusual from the start. Redistricting normally happens once every decade, but this mid-cycle effort was part of a broader push by Trump and national GOP leaders to strengthen the party heading into the 2026 midterms. The map would have carved up deep-blue Indianapolis into four districts, diluting Democratic power and putting Reps. André Carson and Frank Mrvan on the ropes.

But many Republican senators balked. They said voters were uneasy, the timing felt wrong, and Washington was pushing too hard. Several openly questioned why national figures — even Trump — were trying to steer Indiana’s process.
Trump went all-in, publicly pressuring lawmakers and even threatening primary challengers against anyone who opposed the proposal. It wasn’t enough. A sizable group of Indiana Republicans stood their ground, delivering a rare rebuke to Trump in a state he typically dominates politically, as The Hill’s Caroline Vakil notes:

Adding further pressure, Trump and his allies pledged to primary any Republicans who failed to pass the new map.
“If Republicans will not do what is necessary to save our Country, they will eventually lose everything to the Democrats,” Trump wrote in a Truth Social post on Wednesday. “Rod Bray and his friends won’t be in Politics for long, and I will do everything within my power to make sure that they will not hurt the Republican Party, and our Country, again.”
Trump’s threats came as Democrats scored their own victories in the redistricting war. The party is expected to pick up to five seats in California, where a new set of maps was approved in November, while a Utah judge also chose a new congressional map for 2026 that would give the party a potential seat. Democrats are also moving forward with redistricting in Virginia; Maryland is also on the table, though there are Democratic holdouts there.
Even as both parties look for every possible edge heading into the 2026 elections, Indiana just proved something big: local lawmakers won’t always take orders from national leaders.
