Director of National Intelligence Tulsi Gabbard has initiated a sweeping overhaul of the Office of the Director of National Intelligence (ODNI), eliminating bloated programs and slashing nearly half the agency’s workforce in hopes of restoring integrity and efficiency to the U.S. intelligence community.
Dubbed “ODNI 2.0,” the initiative marks one of the most dramatic shake-ups in the intelligence apparatus since the office was created in the wake of the September 11 attacks. The reforms, which began with mass personnel changes Wednesday, are designed to reduce redundancy, dismantle politicized operations, and realign the agency with its core mission: delivering accurate, unbiased intelligence to the president and national security officials.
“Over the last 20 years, ODNI has become bloated and inefficient, and the intelligence community is rife with abuse of power, unauthorized leaks of classified intelligence, and politicized weaponization of intelligence,” Gabbard said in a statement. “ODNI 2.0 is the start of a new era.”
Key Center Shut Down: Foreign Malign Influence Center
One of the most notable changes is the shuttering of the Foreign Malign Influence Center (FMIC) — a controversial entity that previously coordinated with social media giants like X (formerly known as Twitter) and Facebook to police “election disinformation.” The FMIC was involved in discussions that preceded the suppression of the New York Post’s Hunter Biden laptop story in 2020, according to ODNI officials.
A senior adviser told Breitbart News that the FMIC “was turned against the American people” and weaponized to silence conservative voices — a pattern that mirrored broader concerns raised about politicization in federal agencies under the previous administration.
Officials added that FMIC’s duties were duplicative, as other entities like the National Intelligence Council and National Counterintelligence and Security Center already manage foreign influence threats.
Major Cuts and Consolidations
ODNI staff has already been reduced by 30% since Gabbard’s confirmation. Following this latest round of cuts, the agency will have eliminated nearly 50% of its personnel with some employees returning to their “home agencies” such as the CIA, and others facing layoffs.
Other closures include National Intelligence University (NIU), National Counterproliferation and Biosecurity Center (NCBC) and Cyber Threat Intelligence Integration Center (CTIIC).
The closure of NIU will consolidate education programs under the Department of Defense’s National Defense University (NDU), coordinated directly with Defense Secretary Pete Hegseth. A joint letter to students reassured them of a “seamless transition” and promised enhanced academic quality through NDU’s broader platform.
According to ODNI leadership, these changes will save $700 million in taxpayer funds.
“If everything’s on fire and everything’s a priority, then nothing is,” said one senior official. “We’re cutting red tape that stops us from being elite and agile.”
Combatting Weaponized Intelligence
Gabbard’s shake-up follows a wave of recent declassifications to expose past abuses within the intelligence community. One such release showed the Obama administration’s involvement in promoting the now-debunked “Russia collusion” narrative against President Trump.
Officials said Gabbard received a “green light” from Trump after briefing him in the Oval Office two weeks ago. One insider told Breitbart, “All of Trump’s priorities are reflected in this.”
The DNI has also revoked security clearances for “current and former intelligence professionals who abused the public trust by politicizing and manipulating intelligence,” as part of an effort to “restore trust in the intelligence community.”
Reprioritizing for the Future
While ODNI trims down bloated departments, Gabbard is also looking ahead, prioritizing technological investments in areas like artificial intelligence, quantum computing, and cyber capabilities to maintain an edge in the modern threat landscape.
If all goes according. to plan, ODNI will no longer be a political or bureaucratic tool, but a streamlined, mission-focused agency delivering critical intelligence — without bias or agenda.
“Ending the weaponization of intelligence and holding bad actors accountable are essential to begin to earn the American people’s trust which has long been eroded,” Gabbard said. “Under President Trump’s leadership, ODNI 2.0 is focused on excellence, the Constitution, and the safety and freedom of the American people.”
A Personal Message to ODNI Staff
In a letter to her workforce that opened with “Aloha,” Gabbard thanked those who would be departing: “To those transitioning to new opportunities, thank you for your service and dedication. We deeply empathize with the disruption this may cause and are committed to supporting you through this process with options and resources to aid your next steps.”
Her tone underscores a broader goal of not just reforming an agency, but rebuilding trust between the intelligence community and the American people.
Looking Ahead
ODNI 2.0 is intended to be a model for other U.S. intelligence agencies. Gabbard reportedly told her team that she wants to “lead by example” and set a new standard of integrity and accountability.
As Gabbard puts it, the intelligence community must be allowed to “ebb and flow with the country’s needs” — and now, more than ever, citizens need reassurance that it’s serving all of them.

Back in 2020, the MSM did not report on the full text of an AP article. On 16 May 2020, the AP reported Barack blasted Trump’s handling of the pandemic in an online graduation speech. But a few sentences further, they said he also made the remarks during a “conference call with 3000 members of his administration.”
Dems and the The MSM gushed about Barack slamming Trump, but ignored the rest of it.
So, Barack left the WH in Jan 2017, but in May 2020, was still conducting conference calls with 3000 people from his administration. That scale of a conference call takes significant planning and coordination. Hundreds of people across the country participated, and hundreds more looked the other way. Phone records would show who participated, since they probably used their office land lines and government cell phones.
It is safe to presume that most of the 3000 people are still in the Federal government, “resisting” Trump, It would be no surprise if the former DOJ employee who threw that sandwich the other day is on the list of 3000.
