As a new migrant caravan makes its way toward the U.S.-Mexico border, the Biden administration faces a significant test regarding its immigration policy and border security. This caravan underscores the ongoing challenges at the southern border and raises serious questions about the administration’s handling of this critical issue.

Among those in the caravan are individuals who expressed concern that a new administration in Washington, D.C., would lead to the end of a popular app that has allowed hundreds of thousands of foreign nationals to schedule appointments with Customs and Border Protection (CBP) officials in hopes of entering the country.
The CBP One app was first created in October 2020, with the Biden-Harris administration dramatically expanding its use in January 2023. The popular app enables migrants to schedule appointments in order to obtain exemptions at ports of entry, and permits them to submit biometric data to federal immigration authorities in order to apply for travel authorization and obtain parole.
More than 800,000 non-citizens scheduled appointments through the CBP One app from January 2023 through the end of August 2024, according to CBP. The Biden-Harris administration has additionally flown in more than half a million foreign nationals into the country via an initiative known as CHNV — a program that grants two-year parole to Cuban, Haitian, Nicaraguan and Venezuelan nationals.
Vice President Kamala Harris has attempted to deflect responsibility for the border crisis by blaming former President Donald Trump, pointing to the border security bill he killed this year. However, this narrative clashes with the experiences of many migrants who express fear of Trump’s potential reelection. Many believe that a return to his leadership would result in stricter enforcement of immigration laws, leading to their rightful deportations.
This disconnect highlights the Harris campaign’s struggle to reconcile their talking points with the Biden-Harris administration, and voter perceptions of it. While Harris’s rhetoric aims to distance the current administration from its policies, the very migrants headed to the southern border worry about a return to the law and order approach Trump championed in his presidency.
As this latest caravan approaches the U.S. border, voters will likely pay especially close attention to the Biden-Harris response. The influx of migrants will present significant logistical challenges for border officials and put the past four years of leadership under a microscope.
Immigration is a top three issue for the current election cycle. As the issue reaches a boiling point not just in border states but across the country, Americans are increasingly concerned about border security and the management of immigration policy. Polls consistently show that a significant portion of the electorate prioritizes effective border control, and the Biden administration’s perceived failures in this area could have severe consequences come election time. While many voters empathize with the plight of migrants, they also expect a system that is both secure and fair.
As the caravan approaches the border, the Biden administration has an opportunity to reassess its immigration strategy.
Simply pointing fingers will not solve the problem. If the Biden administration continues to evade accountability and fails to implement meaningful reforms, it risks alienating voters who are already skeptical of its immigration policies.
As the caravan marches towards the border and political tensions rise and the 2024 election on the horizon, the stakes are high, and the way the Biden-Harris administration responds could impact its political future.
