White House border czar Tom Homan announced Wednesday that the federal government is drawing down hundreds of law enforcement personnel deployed to Minnesota, citing what he described as “unprecedented cooperation” from state and local authorities.
Speaking at a morning press conference in Minneapolis, Homan said approximately 700 federal agents would be leaving the Twin Cities immediately, with the goal of eventually completing a full withdrawal of federal personnel from the area.
Homan said the drawdown follows recent meetings with Minnesota Gov. Tim Walz, Attorney General Keith Ellison, and Minneapolis Mayor Jacob Frey, during which he urged state and local officials to allow county jails to notify federal authorities before releasing illegal immigrants from custody.
“We currently have an unprecedented number of counties communicating with us now and allowing ICE to take custody of illegal aliens before they hit the streets. Unprecedented cooperation,” Homan said. “I’ll say it again: This is efficient, and it requires only one or two officers to assume custody of a criminal alien target, rather than eight or 10 officers going into the community and arresting that public safety threat.”
Homan emphasized that federal officials are not asking local governments to hold detainees longer than legally permitted or to carry out immigration enforcement themselves.
“I also want to reiterate and emphasize, we are not requiring jails to hold people past their normal release time for immigration purposes,” Homan said. “We’re not asking anyone to be an immigration officer. We are not asking any state or local official to do immigration enforcement activity. They are not by merely notifying us before they release them. They don’t hold them one minute past they normally would.”
He said the increased cooperation has allowed Immigration and Customs Enforcement to operate more safely and efficiently, reducing the need for large numbers of officers conducting arrests in neighborhoods.
“Given this increase in unprecedented collaboration, and as a result of the need for less law enforcement officers to do this work in a safer environment, I have announced, effective immediately, we will draw down 700 people affected today. 700 law enforcement personnel,” Homan said.

Homan also reiterated that ICE will continue to enforce federal immigration law, even as the agency shifts toward more targeted operations.
“During my press conference last week, I announced that moving forward, ICE will be conducting targeted immigration enforcement operations, like ICE has traditionally done for decades, based on reasonable suspicion to question and detain,” he said. “ICE will conduct these operations and transnational criminal organization investigations with a focus on national security and public safety.”
“I want to be clear,” Homan added. “Just because you prioritize public safety threats don’t mean we forget about everybody else. We will continue to enforce the immigration laws in this country.”
President Donald Trump deployed Homan to the Twin Cities last week following the fatal shooting of anti-ICE agitator Alex Pretti by federal agents. Pretti was the second protester killed by federal law enforcement in Minneapolis in the past month.
U.S. Border Patrol Commander Greg Bovino departed Minnesota shortly after Homan’s arrival.
Federal agents have faced organized resistance during enforcement operations in Minneapolis and St. Paul in recent weeks, with agitators frequently harassing and attempting to obstruct law enforcement activity.
