Based on the Constitution and historical precedents, it appears that the first Veep (Harris), now POTUS, does not have the authority to elect a new Veep. Instead, the President (Biden) would likely nominate a new Vice President, subject to Congressional confirmation. The outgoing Veep’s role would be limited to advising the President or pursuing other public or private endeavors.
No matter what, the newly elected POTUS takes office in January 2025. There would be NO advantage to this other than Harris, has a few weeks as POTUS.
