Paramount Appoints Kenneth Weinstein As CBS News Ombudsman

Paramount Global has appointed Kenneth Weinstein as the new ombudsman for CBS News, just weeks after the company finalized its multibillion-dollar merger with Skydance Media. The decision marks a significant shift in CBS News’ editorial oversight, following growing public criticism of the network.

Weinstein, a seasoned policy expert and media executive with deep ties to conservative institutions, will serve as an independent internal watchdog tasked with safeguarding journalistic integrity and transparency. Paramount says he will review concerns raised by viewers, employees, and stakeholders, and serve as a bridge between the newsroom and the broader public.

“Weinstein will uphold the organization’s longstanding commitment to accuracy and accountability,” Paramount said in a statement Monday, adding that he will help ensure CBS News adheres to a diversity of viewpoints.

A Politically Charged Appointment

Weinstein is the former CEO of the Hudson Institute, a conservative think tank, and previously chaired the U.S. Agency for Global Media, which oversees federally funded broadcasters like Voice of America. He was also appointed as ambassador to Japan during Donald Trump’s first presidency, a sign that his hiring may be part of a broader strategic pivot.

The appointment of an ombudsman was reportedly a condition negotiated during regulatory reviews of the Paramount-Skydance merger, which faced potential roadblocks at the Federal Communications Commission (FCC). President Trump’s FCC chair, Brendan Carr, had previously criticized CBS for lacking ideological balance in its programming and had threatened to scrutinize its broadcast license.

Carr celebrated the merger approval, noting that Paramount had agreed to take steps to “ensure that the new company’s programming embodies a diversity of viewpoints from across the political and ideological spectrum.”

Fallout From Legal and Regulatory Pressure

The merger was approved weeks after Paramount agreed to a $16 million settlement with the Trump Foundation, stemming from a lawsuit the president brought against the company in 2024. The legal clash further intensified conservative scrutiny of CBS News and its political leanings.

Trump and his allies have long accused CBS News of biased coverage, particularly during his administration. With the FCC under new leadership, it appears those critiques are now shaping corporate policy at one of the country’s most prominent news divisions.

How the Ombudsman Role Will Work

According to Paramount, the new ombudsman process allows complaints from consumers, employees, and others to be directed to Weinstein. If he determines the concern warrants action, it will be escalated to Paramount President Jeff Shell and TV Media Chair George Cheeks.

From there, if further steps are deemed necessary, the matter will be brought to the attention of CBS News President and Executive Editor Tom Cibrowski, who will “recommend and implement any necessary action steps.”

The structure creates a direct channel between public and newsroom leadership, an uncommon structure for a mainstream broadcast network — and one that could significantly influence editorial decisions going forward.

The appointment of an ombudsman — especially one with strong ties to the Trump administration — is unprecedented in modern CBS history. It signals not only an attempt by Paramount to appease regulators and critics, but also a possible editorial recalibration in an era where media trust is fractured and political polarization runs deep.
