A new Harvard-Harris poll released this month finds that a clear majority of Americans believe the Biden administration intentionally left the U.S. southern border open, with concerns about national security and immigration policy continuing to loom large in voters’ minds heading into 2026.
According to the survey, 67% of voters say they believe the southern border was effectively open under President Joe Biden — a view shared by 84% of Republicans, 68% of independents, and even 49% of Democrats. Meanwhile, 51% of Democrats maintain that the border was “secure” during the Biden years, showing a deep partisan divide on the issue.
Even more striking, when asked whether the open border was the result of deliberate policy or not, 69% of respondents said it was deliberate, suggesting a widespread belief that the administration’s immigration stance was intentional, not simply ineffective. This view was held by 88% of Republicans, 60% of independents, and 48% of Democrats — meaning nearly half of Democrats now suspect the policy may have been intentional.
Trump Era Brings Contrast at the Border
The polling comes amid reports of sharp contrast in outcomes at the U.S.-Mexico border since Donald Trump’s return to the White House. In June 2025, Customs and Border Protection (CBP) announced zero illegal immigrants were released into the U.S. interior for the second month in a row — a major reversal from the Biden era.
CBP also reported only 6,070 illegal crossings for the month of June, a record low. That figure is dramatically lower than the 60,000+ monthly crossings that occurred at the height of the border surge under Biden in 2023 and 2024, when some 10,000 migrants per day crossed into the U.S., many of them released under parole or asylum claims.
In a press release, CBP credited “renewed enforcement measures and strict adherence to federal immigration law” for the historic drop. In contrast, June 2024 — Biden’s final June in office — saw over 27,000 migrants released into the country.
President Donald Trump celebrated the numbers on Truth Social, calling it a “total vindication” of his immigration approach.
“Zero border crossings for the month for TRUMP, versus 60,000 for Sleepy, Crooked Joe Biden,” Trump wrote. “Biden was grossly incompetent… What this crooked man and his corrupt cronies have done to our country in four years is grossly indescribable! MAKE AMERICA GREAT AGAIN!”
Political Fallout and Legislative Push
The sharp contrast between administrations, paired with the public’s perception that the Biden administration deliberately kept the border open, could play a major role in the 2026 midterm elections. Several GOP lawmakers are already pointing to the poll as justification for border security legislation and citizenship-based voting protections, such as the recently passed “SAVE Act” in the House.
The Harvard-Harris poll, conducted July 6–8, surveyed a representative sample of voters nationwide and has a margin of error of ±2.2%.
Recent resurfaced remarks from Rep. Yvette Clarke (D-NY) — in which she stated that her district “needs more people… just for redistricting purposes” and suggested that migrants could “clearly fit here” — are likely to only amplify the perception that the border crisis was driven by political calculations rather than mismanagement. Those comments, widely criticized as exposing partisan motives tied to population-based congressional reapportionment, emerged after the Harvard-Harris poll was conducted, indicating that public skepticism may be even more pronounced in future surveys.
