In a bold move on the heels of his inauguration, President Donald Trump has directed a sweeping overhaul of federal diversity, equity, and inclusion (DEI) initiatives, which he has long criticized as divisive and discriminatory. On Tuesday evening, the Office of Personnel Management (OPM) issued a memo to heads of federal agencies ordering them to take immediate action to close DEI offices across the government. By Wednesday, January 22, 2025, all DEI-related programs are to be officially shut down, with affected employees placed on paid administrative leave.
The directive follows a series of executive orders signed by President Trump aimed at dismantling DEI practices within the federal workforce. This latest move marks a significant step in Trump’s broader agenda to end preferential hiring and promotion based on immutable characteristics, and to return to a merit-based system.
The OPM memo outlines clear instructions for agency heads to comply with the president’s orders. By the end of the day Wednesday, agencies are required to:
- Notify all employees of the closure of DEI offices and request reports on any potential attempts to disguise DEI programs using vague or euphemistic language.
- Place all DEI office employees on paid administrative leave.
- Remove any outward-facing media and online content related to DEI offices, including websites and social media accounts.
- Cancel DEI-related training programs and terminate any contracts related to DEI initiatives.
The memo also mandates that agencies submit detailed reports to OPM by Thursday, January 23, which should include lists of all DEI office employees and contractors as of November 2024. By Friday, agencies must submit plans for reducing the workforce associated with DEI programs, alongside a review of any recent personnel position changes that may have been made to obscure ties to DEI initiatives.
The president’s executive order asserts that while the Civil Rights Act of 1964 was designed to eliminate discrimination based on race, color, religion, sex, and national origin, the current implementation of DEI policies in government and corporations are “dangerous, demeaning, and immoral.” These policies, according to the order, violate civil-rights laws and diminish the importance of competence and individual achievement in hiring and promotion decisions.
Trump emphasized that the widespread use of DEI policies had led to what he called a “threat to the safety of American men, women, and children” by lowering the standards for important positions in critical sectors such as law enforcement, medical services, aviation, and government.
One memo directs the Federal Aviation Administration (FAA) to review the performance of all employees in critical safety positions, ensuring that anyone who fails to meet the required standards will be replaced by someone who can guarantee the safety and efficiency of the nation’s air traffic system. The memo stresses that FAA hiring decisions must prioritize qualifications, competency, and the ability to perform at the highest standards, rather than race, sex, or other personal characteristics.
