Rubio: US May Abandon Ukraine Peace Efforts Within Days As Ceasefire Crumbles

U.S. Secretary of State Marco Rubio announced that the United States could walk away from its role in brokering a peace deal between Russia and Ukraine within days if no meaningful progress is made — a warning that reflects both the urgency and fragility of current negotiations.

Rubio’s remarks came after high-level meetings in Paris with officials from France, the U.K., Germany and Ukraine — part of President Donald Trump’s push for a swift end to the war, which has stretched into its third year.

Pressure Grows for a Ceasefire Deal

Joined by U.S. envoys, Rubio met with European leaders to coordinate a path toward ending the conflict. The discussion also highlighted ongoing tensions between Washington and European capitals over how to best deal with Moscow.

European governments, wary of what they see as Trump’s Moscow-friendly posture, are pushing for a more coordinated role in peace talks. Discussions reportedly included plans for a European-led “reassurance force” to help maintain security in Ukraine if a ceasefire is reached — a move that would reinforce Ukraine’s defenses without direct U.S. military involvement.

“We need to figure out here now, within a matter of days, whether this is doable in the short term,” Rubio told reporters. “Because if it’s not, then I think we’re just going to move on.”

It was not entirely clear from Mr. Rubio’s remarks whether he meant that the United States would merely abandon its effort to reach a 30-day cease-fire between Russia and Ukraine, President Trump’s immediate focus, or abandon Washington’s commitments to Ukraine altogether.

But his remarks ratcheted up pressure on both sides to end the war and appeared intended to inject urgency into European efforts to prod Volodymyr Zelensky, the Ukrainian president, toward compromise.

While the United States is Russia’s chief interlocutor in the negotiations, Europe has far greater sway over Mr. Zelensky. Mr. Trump said on Thursday that he was “not a big fan” of the Ukrainian leader. By contrast, speaking of his relations with President Vladimir V. Putin of Russia during his first term, Mr. Trump said that “I was the apple of his eye.”

Mr. Rubio said Mr. Trump “has spent 87 days at the highest level of this government repeatedly making efforts to bring this war to an end. We are now reaching a point when we need to decide and determine whether this is even possible or not.”

Responding to Rubio’s warning, the Kremlin implied it’s in no hurry for peace — seemingly content to wait for better leverage on the battlefield before returning to the table.

Ceasefire Fragility: Putin’s Silence and Fresh Attacks

Rubio’s warning comes as Russia’s month-long moratorium on attacks against Ukrainian energy infrastructure officially expired.

The original deal, brokered during a March 18 summit between Trump and Putin, was intended as a goodwill gesture to jumpstart peace talks. The United States framed it as a pause in attacks on energy and infrastructure, while the Kremlin’s version referred only to energy infrastructure.

Russia Violated the Ceasefire Repeatedly

Despite the agreement, multiple reports confirm Russia continued to strike both energy and civilian infrastructure across Ukraine:

March 19, 2025: Russian drones hit hospitals in Sumy Oblast and launched missile attacks across Ukraine, resulting in civilian casualties — less than 24 hours after the ceasefire was announced.

March 26–27, 2025: Russia launched a ballistic missile and 86 drones targeting both civilian and critical non-energy infrastructure.

April 13, 2025: A Russian missile strike on the Ukrainian city of Sumy killed 34 civilians, including two children. The attack was condemned internationally and marked the most serious violation to date.

Different Priorities, Fraying Unity

Rubio’s comments point to a growing divide between the U.S. and European allies over how best to pursue a negotiated end to the war.

While Trump has prioritized cutting a deal quickly — even if it means Ukrainian territorial concessions — European leaders remain focused on safeguarding Ukraine’s sovereignty and deterring further Russian aggression. Their proposed “reassurance force” suggests they’re preparing to take on a larger role, with or without U.S. leadership.

What Comes Next

The White House has not released a formal deadline for the talks but confirmed that a decision on whether to continue facilitating negotiations could come within days. If the U.S. pulls back, it could leave European leaders to chart a path forward with Kyiv — and send a clear signal to Moscow that America’s involvement is no longer guaranteed.

As ceasefire violations mount and international patience wears thin, the window for a diplomatic resolution appears to be narrowing.
