There is an old trick in argument, and it works by choosing the finish line before the race is run. You define victory as something your opponent was never trying to do, you note that he did not do it, and you call his failure to do it your triumph. This is the move at the heart of “Iran’s New Grand Strategy,” the Foreign Affairs essay published on June 3 by Narges Bajoghli and Vali Nasr. The authors observe that the Islamic Republic did not collapse under U.S. and Israeli bombardment, that no.

January 20, 2025, marked the resurgence of an unapologetically nationalist approach to U.S. trade policy. President Trump’s memorandum, issued on the day of his inauguration, declared the restoration of his “America First” doctrine, placing U.S. economic sovereignty and national security at the forefront. It was a sharp repudiation of the globalist leanings of the Biden administration, which prioritized multilateral engagement and climate-focused trade deals. Trump’s memo outlines a comprehensive vision for rebalancing global trade relationships to benefit American workers, manufacturers and farmers, all while securing the nation’s strategic interests.

At its heart, the memo signals an aggressive return to policies designed to eliminate trade deficits, counter unfair practices and prioritize American industry. It targets key departments—Commerce, Treasury, Defense and the U.S. Trade Representative—and demands accountability, with explicit deadlines for actionable reports and recommendations. This new strategy reaffirms the thesis that an America First trade policy is not just economically sound but vital to preserving national sovereignty.

The Trump-Biden Contrast: Philosophies and Policies

The chasm between Trump’s trade policies and Biden’s approach is vast. While Biden’s administration championed a collaborative global framework, Trump’s policies focus on unilateral action to address systemic inequities in international trade. Biden’s trade agenda often tethered itself to climate change initiatives and labor standards, seeking harmony with allies and the global economy. Conversely, Trump’s memo treats trade as an extension of national security, arguing for tariffs, investigations into trade deficits and a strict focus on reciprocity.

Under Biden, trade deficits ballooned as the administration leaned on multilateral agreements to regulate disputes. Trump’s memorandum flips this script, ordering an investigation into the causes and consequences of trade deficits and calling for remedies, such as a global supplemental tariff. By tying economic outcomes directly to national security, Trump frames trade deficits as threats, not mere economic imbalances. His memo underscores that the era of deferring to international norms and institutions has ended.

Moreover, Trump’s directive to scrutinize currency manipulation sets a combative tone toward trading partners like China, echoing his first-term policies. The Biden administration preferred diplomatic negotiations to ease tensions over currency practices. Trump, in contrast, reopens the door to unilateral enforcement, proposing measures to counter manipulation that disadvantages U.S. exporters.

Reasserting U.S. Leadership in Trade

Central to Trump’s memo is the reexamination of existing trade agreements, including the United States-Mexico-Canada Agreement (USMCA). Trump’s directive calls for a full assessment of the USMCA’s impact on American workers, farmers and manufacturers ahead of the 2026 review. Unlike Biden, who treated the USMCA as a finished product, Trump hints at potential renegotiations, ensuring the deal evolves to favor domestic interests.

China, predictably, occupies a significant portion of Trump’s trade strategy. The memorandum mandates a rigorous review of the 2020 Economic and Trade Agreement with China and highlights concerns over intellectual property theft, unfair subsidies and technology transfers. By demanding concrete actions to address these practices, Trump’s policies contrast sharply with Biden’s incremental and conciliatory approach.

Notably, the memorandum broadens its scope to encompass illegal imports and counterfeit goods, tying them to public health crises such as the fentanyl epidemic. Trump’s strategy reinforces the idea that trade is not an isolated economic activity but a lever to address broader national security challenges.

A Vision for American Prosperity

Trump’s memo is as much about economic revitalization as it is about restoring national pride. The directive emphasizes the need for a robust industrial base, calling for reviews of antidumping and countervailing duty laws to shield American industries from unfair foreign competition. This prioritization of industrial sovereignty aligns with Trump’s core belief: a strong America begins with economic independence.

Another hallmark of the policy is its focus on ensuring fair play in federal procurement. Trump’s memorandum revisits the Buy American provisions he championed in 2017, seeking to ensure trade agreements are implemented in ways that benefit U.S. workers rather than foreign suppliers. This approach directly contrasts with Biden’s policies, which often balanced domestic interests with international commitments.

Why Trump’s Plan Matters

The significance of Trump’s trade memorandum lies not only in its content but also in its broader implications for governance. By involving multiple agencies and setting clear deadlines, Trump’s administration sends a strong message about accountability and urgency. Unlike Biden’s preference for broad policy statements and slow implementation, Trump’s memo demands immediate action.

This policy is aimed squarely at revitalizing the American economy for middle-class workers, the agricultural sector, and domestic manufacturers who bore the brunt of globalization. By focusing on actionable outcomes and measurable progress, Trump’s strategy offers a roadmap for reducing dependence on foreign supply chains and ensuring the nation’s resilience in an increasingly volatile global market.

Conclusion

Trump’s trade memorandum is not merely a return to his first-term policies but an expansion of them. It cements the idea that trade is more than economics; it is a cornerstone of national security and sovereignty. By prioritizing American workers, challenging unfair practices and tying trade to broader strategic goals, Trump’s approach offers a bold alternative to the globalism of the Biden years. Whether through renegotiations, tariffs or direct action, the memo sets a clear course: American prosperity and security are no longer negotiable.

Trump’s policies represent a repudiation of the inertia and compromises that have long defined U.S. trade policy. They affirm the timeless principle articulated by Alexander Hamilton: “A prosperous commerce is favorable to the wealth and strength of a nation.” Under Trump, trade is once again a weapon wielded for America’s benefit, not a concession to foreign interests. This is America First, unapologetically reborn.

The idea of “tariffs” is to level the playing field to eliminate trade deficits. I suppose no one ever questioned how in times past, our government in Washington, D.C. financed its expenses without an income tax. Our government funded everything through “tariffs,” which is the goal of the Trump Administration to eliminate the income tax, thus eliminating the IRS. Eliminating the IRS will consequently eliminate the Federal Reserve, a privately owned lending institution, for which the interest on the “national debt” is paid to the owners of the Federal Reserve, namely the Rockefeller Family, and the IRS is its collection agency. The IRS is owned by the IMF, a foreign institution, as is the Federal Reserve, and the reason why the IRS has its law, or code that is repugnant to our Constitution. But you will never hear about any of this in any American classroom. My credentials in the above matter stem from my 30 years in the study of law, outside the classroom; and I am not alone.
