President Donald Trump has authorized the deportation of over a million illegal immigrants who entered the United States under President Joe Biden’s temporary “parole” loophole.
Under the Biden administration, two programs were central to facilitating the entry of nearly 1.5 million migrants into the U.S.: the CBP One app and the CHNV parole program. These initiatives were marketed as humanitarian measures, allowing migrants from Cuba, Haiti, Nicaragua, and Venezuela to enter the country under “temporary parole” status.
The CBP One app, launched in January 2023, allowed migrants to schedule appointments for entry into the U.S. through Customs and Border Protection (CBP) at ports of entry. According to the U.S. Department of Homeland Security (DHS), over 936,500 individuals entered the country under this program by December 2024.
Simultaneously, the CHNV program offered “humanitarian parole” to nearly 532,000 migrants from Cuba, Haiti, Nicaragua, and Venezuela. However, critics argued that the program was exploited as a backdoor to allow economic migrants into the country rather than those facing true humanitarian crises.
In total, these two programs brought in 1,468,490 migrants, a number that has raised alarm among immigration enforcement officials and sparked fierce debate over the legality of Biden’s policies.
Since taking office, the Trump administration has moved rapidly to dismantle the programs that facilitated this massive influx of migrants. On Thursday, Trump’s Department of Homeland Security issued a memo directing U.S. Immigration and Customs Enforcement (ICE) to begin deporting migrants who had entered the country under Biden’s parole programs.
A key component of Trump’s strategy involves reversing the “humanitarian parole” policy, which he views as an overreach of executive power. In a statement, Trump emphasized that this parole provision, originally intended for rare emergency situations like medical crises, had been exploited for economic gain. The New York Times pointed out that the parole programs were effectively used to supply low-wage labor to industries like Amazon warehouses and facilities for Toyota and Honda, as well as restaurants.
In addition to cracking down on the parole programs, President Trump has also implemented a series of actions aimed at sealing the U.S. border. Trump also ordered Customs and Border Protection (CBP) officers to temporarily shut down the port of entry into downtown El Paso, Texas, as part of an ongoing effort to restore order and security along the border.
Trump has also reinstated his previous administration’s “Remain in Mexico” policy, which requires asylum seekers to stay in Mexico while their claims are processed in the U.S. This policy had been a cornerstone of Trump’s immigration strategy and was widely credited with reducing the number of migrants who entered the country under the asylum system.
Additionally, Trump has moved to end Biden’s “catch and release” policies, which allowed migrants to be released into the U.S. while awaiting their immigration hearings. Under the new measures, any migrant entering the U.S. unlawfully will face expedited deportation proceedings.
Despite these legal challenges, Trump remains steadfast in his belief that the U.S. must prioritize the interests of American citizens over those of illegal migrants. In a statement, Trump emphasized that the deportation of criminal aliens and the revocation of Biden’s parole programs were necessary steps to restore law and order to the country.
As the Trump administration ramps up its deportation efforts, Mexico is already preparing to handle the anticipated influx of expelled migrants. Authorities in Ciudad Juárez, Chihuahua State, have begun constructing large tent facilities designed to accommodate the growing number of deportees from the U.S.
