Federal officials have discovered a highly sophisticated cross-border smuggling tunnel stretching from Tijuana, Mexico, into San Diego’s Otay Mesa industrial zone.
According to U.S. Customs and Border Protection (CBP), the tunnel was first discovered in April by agents assigned to the San Diego Sector Tunnel Team. It was found to be over 2,900 feet long, dug at a depth of about 50 feet, and equipped with high-end infrastructure including rail systems, lighting, ventilation, and electrical wiring—hallmarks of cartel-level operations.
“As we continue to strengthen the nation’s air, land, and maritime border security, it’s not surprising that foreign terrorist organizations would resort to underground routes,” said Jeffrey D. Stalnaker, Acting Chief Patrol Agent of the San Diego Sector. “Disruption of narcotics smuggling tunnels is critical to protecting American lives.”
Officials believe the tunnel was intended for mass drug smuggling, given its dimensions—42 inches in height, 28 inches wide—and the presence of a cargo rail track designed to efficiently move narcotics from Mexico into the U.S.
The tunnel originated in a residential neighborhood in Nueva Tijuana, where it was hidden under newly laid floor tile inside a private home. After the U.S. contacted Mexican authorities, Mexican federal police executed a search warrant and located the concealed tunnel entrance.
The American side of the tunnel was headed toward a commercial warehouse near the Otay Mesa Port of Entry, a known hotspot for cartel infiltration of legitimate business infrastructure.
Agents also encountered multiple makeshift barricades designed to delay or block law enforcement from moving south through the tunnel—a sign that smugglers anticipated a raid and prepared for a potential standoff.
This isn’t an isolated incident. Smuggling tunnels have become a regular feature of cartel tactics. In March, CBP agents in El Paso discovered another tunnel connected to Juárez. That tunnel, authorities said, was intended to facilitate the smuggling of migrants, not just narcotics.
This is part of a growing pattern of underground infrastructure used by transnational criminal organizations (TCOs) to bypass enhanced border security.
In response to the rising threat, the House of Representatives passed H.R. 495, a bill that mandates annual reporting to Congress on smuggling tunnel activity, with overwhelming bipartisan support (402-1). The only dissenting vote came from Rep. Rashida Tlaib (D-MI).
Despite the Trump administration’s record-breaking success in reversing Biden-era border crossings—slashing illegal entries by nearly 100% in just the first few months of President Trump’s return to office—the discovery of these tunnels presents a new challenge. With traditional crossings now heavily restricted and deterrence efforts at historic highs, transnational criminal organizations are adapting by going underground, quite literally. As a result, the next phase of border security must include serious investment in subterranean detection technology and counter-tunnel operations. The Trump administration’s decisive border policies have dramatically reshaped migration patterns, but this incident makes clear that the battle for control of the border is still raging on.
