The U.S. Olympic and Paralympic Committee (USOPC) has quietly revised its policy to ban biological males from competing in women’s sports, aligning with President Donald Trump’s executive order to protect women’s athletics.

The change, made Monday with minimal public fanfare, marks a major policy shift for the governing body and a significant victory for the Trump administration and conservatives who have long advocated for preserving single-sex competition in athletics.

In an updated Athlete Safety Policy, the USOPC stated it would “continue to collaborate with various stakeholders with oversight responsibilities … to ensure that women have a fair and safe competition environment consistent with Executive Order 14201 and the Ted Stevens Olympic & Amateur Sports Act,” as first reported by NBC News.

Executive Action Behind the Shift

The policy update stems from Executive Order 14201, titled “Keeping Men Out of Women’s Sports,” which President Trump signed on February 5, 2025. The order directs federal agencies and any organization receiving federal funds—including the USOPC—to ensure that women’s sports are restricted to biological females.

The 27-page policy document released by the USOPC does not explicitly mention transgender athletes, but the committee later confirmed that biological males will no longer be allowed to compete in women’s events under its jurisdiction.

A spokesperson told The New York Times that the decision followed “a series of respectful and constructive conversations with federal officials” after the executive order was signed.

Global Implications and 2028 Olympics

While the USOPC policy applies to Team USA athletes, it does not mandate how international teams must handle athlete eligibility. However, the committee said it is working with global governing bodies, including the International Olympic Committee (IOC), to help ensure “fair and safe competition environments for women” at the international level.

The move comes ahead of the 2026 Winter Games in Italy and the 2028 Summer Olympics, which will be hosted by Los Angeles. The Trump administration has signaled that domestic and international coordination on this issue will remain a priority.

Backlash to Trans Participation in Previous Games

The new policy follows growing public frustration over high-profile cases involving trans-identifying male athletes competing against women in recent Olympic events.

In the 2024 Paris Summer Games, Imane Khelif of Algeria—a boxer who reportedly failed gender verification tests—dominated the women’s welterweight division, securing a gold medal. The result triggered global controversy and renewed debate about fairness in women’s sports.

Earlier, Laurel Hubbard, a male weightlifter who identifies as female, represented New Zealand in the Tokyo 2021 Olympics—a first for openly trans athletes in Olympic competition. Chelsea Wolfe, another trans-identifying athlete, served as a reserve cyclist for Team USA in Tokyo but did not compete.

Public Support for Women’s Sports Protections

Polling consistently shows overwhelming support for keeping women’s sports limited to biological females. A recent NBC News survey found that 75% of Americans, including two-thirds of Gen Z respondents, oppose men competing in women’s athletic competitions.

The Trump administration has celebrated the policy as a major milestone in reversing Biden-era guidelines, which previously expanded Title IX interpretations to include gender identity—opening the door for trans-identifying males to compete in women’s events.

What’s Next

While the USOPC’s decision applies only to athletes representing the United States, its influence could ripple across global sports federations. Trump officials have hinted at conditioning federal and Olympic funding on compliance with the new policy framework.

For now, the change marks a quiet but seismic moment in American athletics — one that reflects mounting national momentum behind the movement to protect women’s sports from an ideology accused of denying biological reality.
