A new investigation by the Daily Caller News Foundation (DCNF) exposes a New York–based organization with alleged ties to the Chinese government that has been aiding Chinese nationals —including many who crossed the border illegally — in obtaining commercial driver’s licenses (CDLs) and securing trucking industry employment across America.
The organization in question, Chinese American Trucker Organization USA Inc. (CATOU), presents itself as a benign nonprofit trade association. According to the DCNF report, it claims to have assisted over 1,000 Chinese nationals in obtaining CDLs — boasting a “100 % success rate” — particularly in California. These new drivers promptly gain access to trucking jobs nationwide amid the industry’s persistent driver shortage.

The report identifies CATOU’s leader, Geng Hang, as having held roles in organizations affiliated with the Chinese Communist Party’s United Front Work Department (UFWD) — a body known for managing overseas influence efforts and intelligence activities. The revelation has triggered concerns among national security analysts about the risks of unvetted drivers accessing critical U.S. transportation routes.
“No way American citizens voted for the California gateway for illegal migrants to operate heavy vehicles throughout America. … Having a large CCP‑tied network further train, certify, and place ‘their’ illegal migrants throughout vital surface shipping routes … elevates national security risks,” said Steve Yates, senior fellow on China and national security at the Heritage Foundation.

DCNF’s findings extend beyond licensing claims. It documents that CATOU educators have conducted training courses at the Red Apple Employment Agency — another Geng-operated entity in New York that, according to truck industry writer Gord Magill, connects Chinese workers (regardless of immigration status) to jobs for modest fees. Although Red Apple lacks official registration in New York, Chinese social media videos show signage for CATOU and Red Apple at the same location.
In Virginia, investigators have linked CATOU instructors to 7 CDL Driving School in Manassas — a site roughly 35 miles from Washington, D.C., that shares an address with Red Apple Enterprises Inc., operated by Geng. A social media user known as “@tiange999,” who reportedly entered the U.S. illegally in 2023, later posted footage claiming no student failed the CDL test, completed certification within two months, and went on to drive for NC Transfer Inc., a company doing business in North Carolina and New York.

Using federal data, the report highlights that between fiscal years 2021 and 2024, over 182,000 Chinese nationals entered the U.S. illegally — part of roughly 10.8 million total border encounters recorded by U.S. Customs and Border Protection under the Biden administration. ASGCC has hosted delegations of Chinese officials seeking U.S. investments and staged events honoring the Chinese Communist Party — prompting critics to accuse it of “mixing commerce and patriotism” in service of Beijing. An American citizen can’t get a CDL without his name on it! Why would we ever give a CDL to anyone with no name? Whoever is responsible for this should go to prison!
