Two members of the Boston City Council are set to propose a hearing this week to explore publicly owned grocery stores — echoing similar efforts in other blue cities and reigniting debate about open embraces of socialism and communism.
Councilors Liz Breadon and Ruthzee Louijeune, who currently serves as City Council president, will introduce the order Wednesday to open discussions on whether city-supported grocery stores could fill gaps in food access in Boston’s underserved neighborhoods.
The proposal comes amid what the councilors describe as a worsening food insecurity crisis, citing persistent “food deserts” in parts of the city and the strain rising grocery prices have put on household budgets.
“Publicly owned grocery stores can be structured to prioritize community benefit over profit,” the councilors wrote in their draft hearing order, “enabling lower prices, better food access, and stronger local sourcing.”
The hearing would bring together representatives from the Office of Food Justice, GrowBoston, the Boston Public Health Commission, community organizers, and other stakeholders.
Context: SNAP Policy Changes and Food Insecurity
The hearing order cites recent concerns over changes to the federal Supplemental Nutrition Assistance Program (SNAP), which could impact tens of thousands of Greater Boston residents. However, it’s worth noting that the federal government has not reduced overall benefit levels — rather, it has implemented new work and training requirements that apply nationwide as of November 1st, 2025.
Under the new rules:
- Able-bodied adults without dependents (ABAWDs) must work or participate in job training for at least 20 hours per week to maintain eligibility.
- If this requirement is not met, recipients may receive SNAP for only 90 days within a 36-month period, unless they regain compliance or qualify for an exemption.
- States retain the ability to add their own eligibility criteria or implement waivers within federal guidelines.
These changes are part of a broader federal effort to encourage employment among able-bodied adults receiving public assistance.
Revisiting the Public Grocery Store Concept
The concept of publicly operated grocery stores has gained traction in some progressive policy circles, most recently in New York City, where socialist mayoral candidate Zohran Mamdani proposed opening government-run stores to serve low-income neighborhoods.
Breadon and Louijeune’s proposal for Boston does not explicitly cite Mamdani’s plan but frames the idea similarly: as a way to fill in gaps left by private retailers who may find certain neighborhoods unprofitable.
Proponents point to potential models involving municipal ownership, nonprofits, cooperatives, or public-private partnerships.
Risks and Trade-Offs: What History Teaches
While the intentions behind such proposals are often idealistic, historical attempts at government-run grocery stores have had abysmal results. Time after time, these initiatives faced problems including:
- Mismanagement and inefficiency
- Supply chain breakdowns leading to empty shelves
- Budget overruns and lack of long-term funding
Critics of public grocery stores argue that government entities are not typically well-equipped to handle the complexities of food retail — which requires tight margins, logistics expertise, and responsive supply chains. If poorly managed, these stores could worsen rather than alleviate food insecurity.
The hearing will give city officials and residents a platform to weigh the pros and cons. It is not yet tied to any specific legislation or funding proposal.

The 600 pound gorilla in the room is how sucess and failure will be determined. In commercial grocery stores it is profit and loss, with customer satisfaction embedded in the mix because if the store dosn’t meet customer needs it won’t make a profit. In a government-run grocery store sucess and failure need to be defined so that taxpayers can see whether they want to support it or not.
Boston is a liberal town, so it is a foregone conclustion that the store will be declared a sucess even if citizen customers are dying of starvation in the aisles. If the store doesn’t meet expectations it will receive criticism from citizens and the handful of conservatives that are allowed to live there. Being Boston, the Left will slime the town with its usual brew of blame, shame, and defame to avoid all responsibility for any failures. If any criticism or facts survive then they resort to blaming others as their plan B. Tje usual targets are Trump, the Jews, conservatives or religious Christians.
So the bottom line is whether people willingly swallow the Kool Aid or demand reforms. If they, as they do now, unblinkingly support the Socialist leaders, then the free grocery store program will expand until it collapses of its own weight. The perpetrators (whoops, sorry, proponents) will channel George C Scott in the movie Flim Flam Man and set up shop in the next target community.
