August 31st marked the final day of the state legislative session in California — and a day when legislators were unable to pass two bills that would’ve added additional restrictions upon residents of their state that wish to possess and carry firearms.
The two bills that failed to pass in the state of California this week were SB 918 and AB 1227.
SB 918 sought to “change the training requirement (for conceal carry permit holders) to be no less than 16 hours in length and would add additional subjects to the course including, among other things, the safe storage and legal transportation of firearms.” California lawmakers also wanted to force individuals to register the firearm that they would be carrying and not permit their residents from carrying an unregistered firearm — similar to the legislation on the books in Washington, D.C.
In the wake of the NRA-backed win NYSRPA v. Bruen, California was one of several states with “may issue” policies for concealed carry handgun permits that was forced to revisit the legislation that they had on the books. After this week, conceal carry regulations in the state of California are now unenforceable.
AB 1227 would have put an excise tax on gun and ammo purchases. The sponsors of the legislation sought to “impose an excise tax in the amount of 10% of the gross receipts from the retail sale in this state of a handgun and 11% of the gross receipts from the retail sale in this state of a long gun, rifle, firearm precursor part, and ammunition, as specified.”
As reported by Fox News:
“California Attorney General Rob Bonta lamented that Californians currently have nearly unfettered access to concealed carry permits following the failed vote.
“There would be a huge influx of applicants now that the ‘just cause’ component has been struck down by the U.S. Supreme Court, and not enough safety precautions for the individuals who are seeking that,” Bonta said.
“If this bill doesn’t pass, people who haven’t had a comprehensive safety evaluation can get a concealed weapon and bring it into [sensitive] places,” he added prior to the vote.”
California does have another legislative session slated for December when legislators will likely seek to bring the bills up for another vote.

Way to go, California! There may still be some hope for you after all.
The anti-2A folks just can’t seem to think these things through. They want anyone who seeks a CCW permit to be safe and proficient with their firearm. That requires familiarity which requires practice which requires ammo which requires the money to buy said ammo at a reasonable price. If you taco an 11% tax onto the price of ammo which is already expensive, you have now made that ammo, and that practice time, outrageously expensive and, these days, with inflation and the cost of groceries, fuel and everything else approaching unaffordable, what do you think is going to be left off the shopping list first? Here’s a hint….it won’t be rent, fuel to get to a job or food on the table.
Once again…. unintended consequences. Liberals just refuse to see past their own noses.
