Arizona Democratic Sen. Ruben Gallego is launching an effort to challenge a new Trump Administration immigration policy that could require many green card applicants to leave the United States and complete the process abroad.

According to a report from The Hill, Gallego is not only seeking to overturn the policy itself but is also pursuing a procedural strategy that could make it easier for Congress to reverse the change.

The dispute revolves around a recent U.S. Citizenship and Immigration Services (USCIS) policy affecting how certain immigrants obtain lawful permanent residency.

PAUL’S DEFENSE BRIEF (PDB) – Military leaders have ordered the National Guard in every state to develop a “quick reaction force” of riot control troops trained to deal with civil disturbances that can be ready to deploy with just hours’ notice.

Guard units in all 50 states and U.S. territories, except for D.C., are to train a contingent of soldiers in a specialized course called the “Interservice Non-Lethal Individual Weapons Instructor Course.”

The course covers  “crowd management techniques” and “domestic civil disturbance training,” plus the proper use of batons, body shields, stun guns, tasers, and pepper spray.

Memos give various numbers for each state’s force — often 500 each — that total more than 23,000 troops in all. D.C. is to maintain a “specialized” military police battalion with 50 National Guard soldiers on active-duty orders.

The new forces will be able to deploy 1/4 of all their troops within 8 hours and all of those assigned to the units within a day. They are directed to be ready Jan. 1, 2026.

Trump signed an executive order in August directing the Pentagon to create quick reaction forces that would be “available for rapid nationwide deployment.”

FOR YOUR EYES ONLY – Here’s a roundup of today’s other top defense news from conservative national security expert PAUL CRESPO.

Not the President’s Daily Brief, but almost as good – PAUL’S DEFENSE BRIEFING – the PDB:

NATIONAL SECURITY

What ‘House of Dynamite’ gets right and wrong about nuclear command and control.

President Trump ordered Pentagon to begin planning for potential military action in Nigeria because its government is failing to rein in the persecution of Christians in the West African country.

New tests of the U.S. nuclear weapons system ordered up by Trump will not include nuclear detonations, says Energy Secretary.

NYC MAYORAL ELECTION

New Yorkers could pick a political newcomer to run their city – and take on Trump.

HOMELAND SECURITY

Courts in two states will hear arguments on the legality of the deployment of the National Guard, including the use of troops on the streets of Memphis, Tennessee, and from West Virginia.

National Guard troops deployed to Washington, D.C. will remain in the nation’s capital for another four months.

A federal judge in Oregon barred Trump’s administration from deploying the National Guard to Portland, until at least Friday, saying she “found no credible evidence” that protests in the city grew out of control before Trump federalized troops earlier.

DEFENSE POLITICS

A major acquisition shakeup is poised to hit the Pentagon, and details have begun to leak out.

US POWER OVERSEAS

Latest U.S. military strike on narco boats in the Caribbean kills 3 drug smugglers.

What to know about Trump and rising tensions with Venezuela. The drumbeat for some kind of military action against Venezuela keeps getting louder.

Navy is continuing to build up its forces in the Caribbean aimed at Venezuela. Ticonderoga class guided missile cruiser USS Gettysburg is now in the region.

Dozens of U.S. military personnel arrived in Jamaica to provide humanitarian and disaster assistance after Hurricane Melissa tore through the country.

While warfare might be made up of a conglomeration of trends and capabilities, the mega trend right now is networking, say Indo-Pacific commanders.

No single technology can win every battle and fix every problem, says leader of Special Operations Command Pacific. Instead, the “ability to integrate multiple systems, disparate systems, with more open architecture—that is eventually going to win.

CHINA THREAT

President Trump says Xi Jinping, has given him assurances that Beijing would take no action toward its long-stated goal of unifying Taiwan with mainland China while Trump is in office.

Washington and Beijing will establish military-to-military communications channels, adding that bilateral ties between the countries have “never been better.”

Defense Secretary Hegseth maintained Washington’s position on Taiwan and stressed the defense of U.S. interests in the Indo-Pacific region during a meeting with Chinese Defense Minister.

Hegseth was in Vietnam reaffirming a partnership built on healing the scars of the Vietnam War in a trip that will test whether Washington can reassure a vital but wary partner.

U.S. and Philippine defense secretaries unveiled a task force designed to deter Chinese coercion in the South China Sea and enhance alliance defense cooperation.

Canada and the Philippines signed a key defense agreement to boost combat drills and expand security alliances to deter Chinese aggression.

RUSSIA THREAT

U.S. National Guard soldier was arrested and charged with attempting to sell military helicopter parts and a military radio to Russia.

Russia’s treaty-busting ground-launched 9M729 ‘Screwdriver’ cruise missile used to strike targets in Ukraine multiple times in recent months.

Ukraine’s long-range drones rattle Russia. At a secret location in rural Ukraine, columns of attack drones are assembled at night and in near silence to strike deep inside Russia.

Ukraine has received more American-made Patriot air defense systems to help it counter Russia’s daily barrages.

A computer game-style drone attack system has gone “viral” among Ukrainian military units and is being extended to reconnaissance, artillery and logistics operations.

MIDDLE EAST THREATS

‘No war, no peace.’ Gaza risks sliding towards a deadly limbo where a ceasefire is nominally in place but killing continues, warns top Qatari diplomat.

Trump’s Gaza peace plan envisions Palestinians continue living in Gaza and that “Israel will not occupy or annex Gaza.” It clashes with goals of the far-right of Israel’s current ruling coalition, who seek permanent Israeli control of Gaza where Israelis replace Palestinians.

Israel’s top military prosecutor resigned, admitting she was responsible for leaking a video showing IDF soldiers assaulting a Palestinian detainee at a military detention center.

Israel has threatened to step up its attacks against Hezbollah in southern Lebanon, a day an Israeli airstrike.

Iraq’s Foreign Minister called on Kurdish PKK separatist fighters who have withdrawn to the country’s north after waging a decades-long insurgency in Turkey to disarm.

Saudi Arabia’s Crown Prince is coming to the White House to sign a U.S.-Saudi nuclear cooperative agreement. Will this agreement finally help the Kingdom make nuclear fuel? Nukes? Let’s hope not.

SPACE THREATS

23 member states of the European Space Agency’s (ESA) set to vote on a package of projects explicitly designed to bolster Europe’s space defense capabilities.

Logistics, from satellite life extension to in-space assembly, will become common elements of future military space operations.

INTERNATIONAL SECURITY

Pakistan eyes 2026 launch for first Chinese submarine in $5 billion arms deal.

UN human rights chief said that U.S. military strikes against boats in the Caribbean Sea and eastern Pacific Ocean allegedly carrying illegal drugs from South America are “unacceptable” and must stop.

French Army artillery demonstration in pouring rain showed that when the weather gets miserable, cannons may still fire, but drones stay grounded.

US MILITARY

Air Force says it needs a fighter fleet of 1,558 manned combat-coded fighters to carry out and sustain operations at a low risk, nearly 300 more than it has now.

Marine Corps is dialing back its vision for shallow-water littoral regiments, but greenlighting a new unit with special high-speed boats, semi-submersibles, and boat-based recon companies, for its Pacific-focused future.

Marine Corps is reinforcing its security around weapons, ammunition and explosives storage after audits found that annual inspections were “not conducted or completed” in accordance with military policy.

Army National Guard soldier has become the first person without formal pilot training to plan and execute autonomous helicopter missions using Lockheed Martin Sikorsky’s MATRIX technology.

Mandatory daily physical fitness will likely be official policy in the Air Force before Christmas, marking a major culture shift in the force.
