PAUL’S DEFENSE BRIEF (PDB) – Military leaders have ordered the National Guard in every state to develop a “quick reaction force” of riot control troops trained to deal with civil disturbances that can be ready to deploy with just hours’ notice.
Guard units in all 50 states and U.S. territories, except for D.C., are to train a contingent of soldiers in a specialized course called the “Interservice Non-Lethal Individual Weapons Instructor Course.”
The course covers “crowd management techniques” and “domestic civil disturbance training,” plus the proper use of batons, body shields, stun guns, tasers, and pepper spray.
Memos give various numbers for each state’s force — often 500 each — that total more than 23,000 troops in all. D.C. is to maintain a “specialized” military police battalion with 50 National Guard soldiers on active-duty orders.
The new forces will be able to deploy 1/4 of all their troops within 8 hours and all of those assigned to the units within a day. They are directed to be ready Jan. 1, 2026.
Trump signed an executive order in August directing the Pentagon to create quick reaction forces that would be “available for rapid nationwide deployment.”
