COPENHAGEN — Denmark’s military intelligence service has, for the first time, described the United States as a potential security risk, a shift that underscores growing Nordic unease over U.S. behavior in the Arctic and in Greenland.
The assessment appears in the Danish Defence Intelligence Service’s 2025 outlook, published earlier this month. The report argues the U.S. is increasingly “prioritizing its own interests” and “using its economic and technological strength as a tool of power — also toward allies and partners.”
The language is a sharp departure for a country that has long treated Washington as its closest security partner.
Much of the tension stems from strategic competition instead of collaboration in the Arctic. Over the past year, reports surfaced that U.S. intelligence agencies had stepped up surveillance and influence operations targeting Greenland’s politics and public opinion regarding its status as a semi-autonomous territory within the Kingdom of Denmark.

Denmark and Greenland have repeatedly emphasized that the mineral-rich territory is not for sale, pushing back firmly against any suggestion of renewed U.S. territorial ambitions. By classifying the U.S. as a potential concern, Danish intelligence is signaling that the old assumption of unquestioned trust among NATO partners is no longer automatic.
