A newly leaked classified assessment from the Pentagon’s Office of Net Assessment warns that China could overpower U.S. forces in a conflict over Taiwan as early as 2027. The document, known as the “Overmatch” brief, cites China’s rapidly expanding military production capacity and concludes that the United States — after eight decades of global military dominance — may be unprepared for a short, high-intensity war in the Indo-Pacific.
According to South Korea’s The Chosun Daily, the assessment concludes that the United States’ dependence on costly, technologically complex platforms, from state-of-the-art warplanes to satellites, is becoming a liability. China, by contrast, has focused on mass-producing lower-cost hypersonic missiles, drones, and related systems at a pace U.S. industry cannot currently match.
The analysis paints a grim picture of a Taiwan war, warning that China now has the ability to wipe out advanced U.S. weapons “before they even reach Taiwan.” The finding highlights Beijing’s rapidly expanding strike capabilities and the potential vulnerability of American forces in the early stages of a conflict.
China’s production advantage gives it overwhelming firepower right out of the gate. One national security official who reviewed the brief reportedly “turned pale” after seeing how many backup systems China has built to counter U.S. capabilities, The New York Times reported.
This assessment tracks with years of Pentagon war games that show the U.S. suffering heavy losses, including more than 100 F-35s and multiple submarines. The analysis also cites ongoing munitions shortages and notes that current defense spending, at 3.4% of GDP, may fall short of future requirements.
Even the military’s most advanced assets aren’t safe. The USS Gerald R. Ford, one of the most sophisticated carriers ever built, could be at risk of being destroyed within minutes by China’s missile forces.
The assessment identifies a broad spectrum of Chinese military preparations, including developments in artificial intelligence, cyber operations, and biological warfare, as well as the construction of large amphibious landing vessels designed for a potential Taiwan conflict.
Writing for The Chosun Daily, Seo Bo-beom and Kim Bo-kyung continue:
The NYT described the report’s findings as “consistent and disturbing,” emphasizing the need for efficient military strengthening, stating, “The reason the U.S. needs a strong military is not to initiate war but to deter future conflicts.” This is not the first time the U.S. Department of Defense has acknowledged its military inferiority to China. In November, Defense Secretary Pete Hegseth mentioned the results of internal war games, stating, “We always lose.” The NYT also relayed an anecdote from 2021, during the Joe Biden administration, where a senior White House official reportedly turned pale after reading the Overmatch Brief, which evaluated that “China has prepared layered countermeasures against any military strategy the U.S. might deploy.”
The NYT noted that this is the first time U.S. military inferiority to China has been revealed through concrete documents rather than anonymous sources. Observers predict that the Donald Trump administration’s demands for increased military spending among allied nations in the free world will intensify following this report. Indeed, the Overmatch Brief itself emphasizes the need for allies to increase defense spending, stating, “Global resource mobilization is necessary to respond to the expansion of Chinese capabilities.”
Its conclusion is blunt: without major changes to America’s defense production and strategy, U.S. forces could lose a showdown in the Indo-Pacific.
