U.S. intelligence agencies are investigating what they describe as a Russian operation to place incendiary devices on commercial and cargo flights bound for the United States.
Western security officials have confirmed that two devices ignited in Europe in recent months, believed to have been intended for transport onto aircraft via the international shipping service DHL as part of a covert plot. The devices exploded in July at DHL logistics hubs, one in Leipzig, Germany, and the other in Birmingham, England. The explosions triggered a multinational effort to identify the culprits.
Details of the Alleged Plot
The disguised devices—electric massagers containing a magnesium-based flammable substance—were intended to evade standard screening protocols.
Security officials say the massagers, sent from Lithuania, were part of a test run to determine how to smuggle such incendiary devices aboard large planes bound for North America.
Experts believe that if the devices had made it onto U.S. and Canadian-bound planes, the consequences could have been catastrophic, potentially causing onboard fires and endangering passengers and crew.
The Wall Street Journal has more on how the premature explosions triggered a multinational manhunt to find the culprits:
Poland’s National Prosecutor’s Office said authorities there have arrested four people in connection with the fires and charged them with participating in sabotage or terrorist operations on behalf of a foreign intelligence agency. Poland is working with other countries to find at least two more suspects.
“The group’s goal was also to test the transfer channel for such parcels, which were ultimately to be sent to the United States of America and Canada,” the prosecutor’s office said, without saying who was orchestrating the group’s efforts.
But the head of Poland’s foreign-intelligence agency, Pawel Szota, said Russian spies were to blame and such an attack, if carried out, would have represented a major escalation in Moscow’s campaign against the West. “I’m not sure the political leaders of Russia are aware of the consequences if one of these packages exploded, causing a mass casualty event,” Szota said.
Szota’s comments echo what other Western intelligence officials said, indicating that Russia, and specifically its military-intelligence agency, known as the GRU, was responsible.

When asked for comment by The Wall Street Journal, Kremlin spokesman Dmitry Peskov said, “We have never heard any official accusations of Russian involvement,” adding, “These are traditional unsubstantiated insinuations from the media.”
Regardless, the alleged plot adds another troubling layer to the already fraught relations between the U.S. and Russia.
