Articles Of Impeachment Filed Against Judge Over Courthouse Sex Scandal

Rep. Andrew Clyde (R-GA) has formally filed articles of impeachment against U.S. District Judge Eleanor Ross following explosive findings that she engaged in a secret affair with a high-ranking Atlanta police officer and then allegedly lied to investigators about the relationship.

According to reporting by The Daily Caller, Clyde’s impeachment resolution accuses Ross, an Obama-appointed federal judge serving on the U.S. District Court for the Northern District of Georgia, of conduct that demonstrates she is unfit to remain on the bench.

The articles allege Ross carried on an extramarital affair with Atlanta Police Department officer Kelley Collier, whose department regularly appeared before her court. Clyde argues the relationship created both actual and perceived conflicts of interest while undermining public confidence.

The resolution further alleges the pair engaged in sexual activity inside the federal courthouse. According to the filing, former law clerks reported hearing sounds coming from Ross’ chambers during encounters between the judge and the police officer.

Clyde’s impeachment effort comes after a judicial misconduct investigation produced unanimous findings against Ross. The inquiry reportedly began in September 2025 after a law clerk filed a complaint under the Judicial Conduct and Disability Act.

Among the most damaging allegations are claims that Ross repeatedly misled investigators. According to The Daily Caller, Ross initially denied engaging in sexual activity at the courthouse and claimed she did not know who the allegations involved. Lawmakers argue those statements amounted to material falsehoods intended to obstruct the investigation.

The impeachment resolution also highlights Ross’ attendance at a campaign event hosted by Fulton County District Attorney Fani Willis. According to the filing, Ross later told staff she had consumed “too many martinis” the night before presiding over a criminal proceeding in federal court.

Clyde argues the combination of courthouse misconduct, conflicts of interest, and alleged dishonesty during the investigation rises to the level of an impeachable offense.

“When judges become political activists or engage in judicial misconduct, Congress bears both the responsibility and the constitutional authority to hold them accountable,” Clyde told the Daily Caller. “Judge Ross’ deeply disturbing actions prove she is incapable of displaying integrity or showing impartiality.”

The Georgia congressman also pointed to the 2009 impeachment of federal Judge Samuel B. Kent, who was removed from office following allegations involving courthouse sexual misconduct and false statements to investigators. Clyde argues Ross’ conduct closely mirrors that precedent.

Despite the findings against her, Ross remains on the federal bench. According to The Daily Caller, the Eleventh Circuit Judicial Council adopted the misconduct findings in February, and the Judicial Conference of the United States affirmed them in May. Ross ultimately received a private reprimand rather than removal.

Clyde’s impeachment resolution now tees up what could become a major battle over judicial accountability and misconduct within the federal courts.
