President Joe Biden recently commuted the sentence of Rita Crundwell, the former comptroller of Dixon, Illinois, who was convicted of embezzling over $53 million in taxpayer funds—the largest municipal fraud in U.S. history. The decision, part of a massive wave of pardons and commutations issued by Biden, has stirred anger among Dixon city officials and those involved in Crundwell’s prosecution.

On Thursday Biden granted 39 pardons and commuted the sentences of 1,500 convicted felons, with Crundwell’s case making headlines due to the scale and nature of her crime. Crundwell, now 71 years old, had been sentenced to 19 years in federal prison in 2013 after being convicted of defrauding the city of Dixon over a 20-year period.

Crundwell’s crime was discovered after years of financial mismanagement went unnoticed by city officials. As the comptroller for Dixon, Crundwell was entrusted with managing the town’s finances. However, for more than two decades, she was funneling millions of dollars from the city’s coffers into personal accounts to fund her extravagant lifestyle. This included lavish purchases like homes in Illinois and Florida, luxury vehicles, and an extensive horse breeding operation.

Her fraudulent activities went undetected until 2012 when her temporary replacement discovered one of her false accounts, the “Reserve Sewer Capital Development Account” (RSCDA), which Crundwell had created under a deceptive name to appear as a legitimate city fund. After the discovery, local officials, including Mayor Jim Burke, took the matter to the FBI, and Crundwell was arrested shortly after.

Crundwell’s fraudulent activities began in the early 1990s, and by the time her scheme was uncovered, she had embezzled an astounding $53.7 million, roughly 10-20% of Dixon’s annual budget. In 2013, she pled guilty to the charges and was sentenced to nearly 20 years in prison.

Under normal circumstances, Crundwell would have served her sentence until 2029. However, with Biden’s commutation, her sentence was significantly reduced, sparking outrage in the city of Dixon and beyond. Crundwell had already been released to home confinement in 2021 due to a compassionate release order after serving about 11 years of her sentence.

While Crundwell has never shown public remorse for her crimes, she argued for clemency based on her age and health. Critics, however, argue that her release sends the wrong message—especially considering the scale of her crime and the lasting impact on the town of Dixon.

City officials, including Dixon Manager Danny Langlossa, were quick to express their anger at the decision. In a statement, Langlossa called Biden’s action a “travesty of justice,” describing it as a “slap in the face” to the Dixon community, which has never fully recovered from Crundwell’s theft.

Li Arellano, a Republican who succeeded Mayor Jim Burke and was elected to clean up the mess Crundwell left behind, also expressed his frustration with the decision. Arellano pointed out that while Crundwell’s crime may not have involved physical violence, its impact on the community was nonetheless devastating.
