New York City – Tech billionaire and chief of the Department of Government Efficiency, Elon Musk, has claimed that employees of the Federal Emergency Management Agency (FEMA) illegally transferred $59 million last week to fund housing for migrants in New York City, in apparent violation of an executive order issued under President Donald Trump.
According to Musk, a significant portion of the funds ultimately benefited Pakistan due to a deal facilitated by Senate Minority Leader Chuck Schumer (D-N.Y.).

The world’s richest man claimed in an early morning post on X that the funneled emergency funds were “just discovered” by his Department of Government Efficiency (DOGE) — even as President Trump called for a complete overhaul of FEMA that could even see it shuttered.

Pakistan, through its state-run airline, owns the Roosevelt Hotel in Manhattan, which was leased to New York City as part of a broader migrant housing initiative.

Last month, President Trump signed an executive order to create a council to review FEMA as he expressed concerns over there being “serious concerns of political bias” in the agency.
The 47th president called on the council to have its first meeting within 90 days — saying he expects a report of the findings on his desk within 180 days of the council’s first meeting.
FEMA Funding Under Scrutiny
Musk asserted that the United States would make a concerted effort to recover the funds.
While FEMA’s involvement in migrant housing efforts has been widely debated, this latest revelation raises new concerns over whether federal funds were misused and if any legal violations occurred.
Pakistan’s Financial Gain in NYC’s Migrant Crisis
The Roosevelt Hotel, owned by the Pakistan International Airlines Corporation (PIA), was leased to New York City in 2023 as part of its response to the surge in migrants. Reports indicate that Pakistan has received at least $100 million so far through this arrangement, with total earnings projected to reach $220 million.
Critics argue that FEMA’s alleged transfer of funds represents an illegal use of taxpayer dollars, especially at a time when many U.S. cities are facing financial strain. Schumer’s reported involvement in brokering the deal has also drawn scrutiny, with questions arising about how federal and city resources are being allocated.
As of now, neither FEMA nor Schumer’s office has publicly responded to Musk’s claims. Whether the federal government will take steps to recover the funds remains to be seen.
