Senator Ruben Gallego (D-AZ) has released a sweeping immigration proposal that would grant amnesty to millions of illegal aliens while significantly increasing legal immigration levels — a proposition likely to ignite fierce debate as the U.S. grapples with the record high migration of the previous administration.
The plan, pitched as a “moderate” compromise from a border-state Democrat, includes provisions for expanding the border wall and mandating the use of E-Verify — a system that checks whether prospective employees are legally eligible to work in the United States. But critics warn that the package offers far more to pro-immigration interests than to border security advocates.
One of the most consequential elements of Gallego’s proposal is a call to dramatically raise visa and green card caps. This would mark a historic expansion of legal immigration, which already exceeds one million newcomers annually — a dramatic allowance compared to other developed nations.
Gallego also calls for the elimination of per-country caps on employment-based green cards. Currently, these caps ensure a more equitable distribution of green cards among nations. Removing them would likely lead to an overwhelming share of employment-based green cards going to nationals from India and China, whose backlogs already span years, if not decades.
The Arizona senator’s proposal includes pathways to citizenship for millions of illegal immigrants, particularly those protected under the Deferred Action for Childhood Arrivals (DACA) program, as well as those who are married to American citizens. Critics argue that such provisions reward illegal immigration while doing little to stem future waves of unlawful entry.
Gallego’s proposals echo policy recommendations from powerful pro-business groups like FWD.us — a tech-industry-backed lobbying group — and the U.S. Chamber of Commerce, both of which have long advocated for expanded immigration. The plan outlines the creation of new visa categories that make it easier for foreign nationals to enter the U.S. workforce, often displacing American workers in sensitive sectors.
While the plan promises to prioritize the deportation of criminal aliens, it does not significantly increase enforcement mechanisms to deter illegal crossings.
Gallego’s immigration overhaul comes at a time when national sentiment is shifting toward favoring lower immigration levels. Recent polls show a majority of Americans, including a growing share of independents and working-class voters, want reduced immigration and tighter border control. The U.S. foreign-born population has now reached a record high of nearly 52 million, pushing the total U.S. population above 340 million.
The plan is already drawing comparisons to controversial immigration frameworks championed by tech billionaires and corporate lobbyists — a red flag for populists on both sides of the aisle.
