Project Veritas has published a new report alleging that former U.S. Attorney General Bill Barr actively worked to prevent Donald Trump from returning to political power following the 2020 election. The accusations come from whistleblower Patrícia Lélis, a former Brazilian journalist who says she attended numerous confidential meetings while working for Howard Stirk Holdings—a media company owned by political commentator Armstrong Williams.
Whistleblower Testimony and Evidence
According to Lélis, she was hired by Howard Stirk Holdings in 2021 and soon became aware of a series of meetings involving high-profile political figures. She claims Bill Barr, Armstrong Williams, and others discussed strategies for targeting Trump allies and ultimately blocking Trump’s political comeback.
To support her claims, Lélis provided Project Veritas with handwritten notes and photos from the meetings, which allegedly took place between 2021 and 2023.
One meeting on September 13, 2021, reportedly included Barr, Williams, and CNN contributor Shermichael Singleton. According to Lélis’s notes, the group focused on the newly formed January 6th Committee.
“The investigation will be focused on people close to Trump and make efforts to formally prosecute these people,” one of her notes stated.
Lélis further alleges that Barr distributed a list of individuals to target, including Steve Bannon, Rudy Giuliani, Stewart Rhodes, Enrique Tarrio, Jeffrey Clark, the Oath Keepers, and the Proud Boys. Project Veritas notes that many of those listed were later subpoenaed by the January 6 Committee or faced charges connected to January 6 or the 2020 election.
Alleged Coordination with Prosecutors
The whistleblower’s notes also indicate that Barr was in communication with prosecutors such as Fulton County District Attorney Fani Willis and Special Counsel Jack Smith. According to Lélis, Barr predicted an FBI raid on Trump’s Mar-a-Lago residence months before it occurred.
In another meeting dated February 27, 2023, Barr reportedly met with DA Willis and advised her to pursue RICO (Racketeer Influenced and Corrupt Organizations Act) charges against Trump.
“Bill Barr was like, we should bring RICO because it’s a very difficult type of charge to defend,” her notes read.
Stated Objective: Prevent Trump’s Return
According to Lélis, the intent behind these meetings was clear: to prevent Donald Trump from returning to office.
“One thing that I understood very well is like Bill Barr and Armstrong and all the politicians too, they’re very focused like in how they go to stop Trump,” she told Project Veritas.
Questions of Credibility and Additional Sources
While Patrícia Lélis’s credibility has been the subject of debate in her native Brazil—where she has previously been involved in high-profile controversies—Project Veritas maintains confidence in her account. According to the organization, multiple confidential sources within the U.S. Department of Justice have independently corroborated key aspects of her story. Project Veritas says these internal confirmations lend significant weight to Lélis’s testimony and the documents she provided.
Additional Allegations
Beyond the political meetings, Lélis also accuses Barr and Armstrong Williams of participating in an illegal immigration visa fraud scheme involving wealthy foreign nationals.

Project Veritas has released excerpts of Lélis’s notes and materials, as well as email exchanges, with more reportedly to come.
This report adds another dimension to the longstanding political battles following Trump’s triumphant return to the White House, raising even more questions.
