    After retiring from LE, I did high level backgrounds for the Feds for 20 years for Omnisec. From my perspective, the problems with backgrounds is the lack of details contacts will provide. I was supposed to talk with two neighbors, two co workers, to develop a third contact from those not listed on the forms, police checks, etc. However, once you informed a contact, as you had to do, that the subject of the investigation could read their contacts, they tended to claim up. You knew there was more there, but were rarely able to get them to divulge it. I would be given a case(s) and told to complete them within two weeks, not including travel time if they were out of the area. Delays occurred, in my opinion, in the offices, not at the investigator level.
