Former Obama administration officials engaged in a treasonous conspiracy to manufacture and politicize intelligence in order to delegitimize Donald Trump’s presidency, according to a bombshell release of declassified documents by Director of National Intelligence Tulsi Gabbard.
In what she described as a historic effort to restore public trust and transparency, Gabbard revealed documents on Thursday showing how top intelligence and national security officials manipulated internal assessments following the 2016 election—ignoring their own findings that Russia had not hacked or meaningfully disrupted the U.S. election system.
“These documents detail a treasonous conspiracy by officials at the highest levels of the Obama White House to subvert the will of the American people and try to usurp the President from fulfilling his mandate,” Gabbard posted on X (formerly Twitter). “This betrayal concerns every American.”
Intelligence Contradicted the Collusion Narrative
One of the key revelations is a December 8, 2016, Presidential Daily Brief that concluded Russia “did not impact recent US election results by conducting malicious cyber activities against election infrastructure.” The report, compiled by the Department of Homeland Security (DHS) with input from the CIA, NSA, FBI, and others, found that while Russian actors attempted limited intrusions into systems like an Illinois voter database, there was no evidence votes were changed or election infrastructure was compromised.
Despite this, the brief was never published. Communications released by Gabbard show that then-Director of National Intelligence James Clapper and other Obama officials delayed the publication of the PDB, citing “new guidance” and objections from the FBI, which requested time to submit a “dissent.” The FBI later became a key driver of the now-debunked Trump-Russia collusion theory.
Instead, just days later, a closed-door White House meeting occurred on December 9, 2016, involving top national security officials including Clapper, CIA Director John Brennan, National Security Advisor Susan Rice, Secretary of State John Kerry, and Attorney General Loretta Lynch. There, they discussed a shift in intelligence reporting and a push for sanctions against Russian officials—despite earlier findings that fell short of evidence for foreign election interference.
Following the meeting, Clapper’s office directed agencies to compile a new report “per the president’s request,” laying the groundwork for what would become a revised and controversial January 6, 2017, assessment that claimed Russia interfered in the election to help Donald Trump win—directly contradicting previous conclusions.
Media Leaks and Political Fallout
Gabbard also alleged that Obama-era officials coordinated leaks to friendly media outlets, such as The Washington Post, to build public pressure and create the impression of an urgent national security crisis. These anonymous leaks fueled the years-long narrative of Trump-Russia collusion, leading to the appointment of Special Counsel Robert Mueller, two impeachment trials, and a widespread loss of trust in federal institutions.
“This was essentially a years-long coup attempt,” Gabbard said. “Obama administration officials immediately leaned on their allies in the media to advance their falsehoods, igniting a public frenzy that eroded confidence in our electoral system and undermined a duly-elected president.”
The revelations have reignited scrutiny of former CIA Director John Brennan and former FBI Director James Comey, who are reportedly under renewed investigation for their roles in the early stages of the collusion probe.
Gabbard: “Every Person Involved Must Be Held Accountable”
Gabbard emphasized that the issue transcends partisanship, calling for full accountability and transparency.
“This is not a partisan issue — it concerns every American,” she said. “No matter how powerful, every person involved in this conspiracy must be investigated and prosecuted to the fullest extent of the law.”
She announced that all declassified documents will be forwarded to the Department of Justice, urging them to act swiftly and thoroughly.
ODNI officials told Fox News Digital the politicized intelligence was used to smear President Trump, fuel criminal investigations, divide the country, and sour U.S.-Russia relations — all based on a premise that the intelligence community itself had rejected just weeks earlier.
As more information becomes public, pressure is likely to mount on congressional leaders and the Justice Department to open formal investigations—and possibly prosecutions—into one of the most corrupt political chapters in modern U.S. history.
